Description
It is the intent of the National Heart, Lung and Blood Institute to purchase thirty ( 30) each: Monkey, Squirrel, male, weight greater than 700 grams upon arrival at the NIH. Monkeys shall be quarantined and screened in the USA for a minimum of thirty-one (31) days or be captive born within the USA, be in overt good health upon arrival at the NIH. Prior to arrival, monkeys shall be tested negative for Tuberculosis a minimum of two (2) times one within ten (10) days of shipment and never tested positive for TB. In addition the animals must be naive, physically sound and healthy, free of wounds, external parasites, and clinical signs of disease. Animals shall be returned to the vendor and/or replaced at the vendors cost if animals dies or severe sickness occurs within fifteen (15) days after receipt at the NIH. A record of each individual animal shall accompany shipment to include when possible sir and dam, date of birth, sex, and all medical records of clinical tests, treatments and results. No animal shall be shipped to the NIH that has a history of illness. Animals shall be identified by individual tattoo numbers. Animals should be delivered prior to October 15, 2002. Transportation shall be in compliance with CDC and Animal Welfare Act requirements Title 9, Subchapter A, Part 3, ?Transportation Standards?. The contractor shall be responsible for meeting all requirements associated with shipment and delivery of animals to US port of entry and within the US. It is recognized that breeders and suppliers of laboratory animals have no direct control or jurisdiction over public carriers used for transporting animals. However, they shall maintain close liaison with carrier personnel in order to assure their cooperation for proper care of animals during transit. The contractor shall submit to the project officer by phone the actual shipment schedule and proposed method of transport (airline or ground) no less than 48 hours prior to shipment. Any changes or delays in that schedule shall be made immediately to the project officer or his representative. Monkeys shall be delivered in properly ventilated escape-proof , disposable, nonreturnable crates (cages) furnished by the contractor. Each compartmentalized crate (cage) shall have separate water and feed containers for each compartment. Crates shall be in accordance with the country of origin regulations, USDA, CDC and IATA guidelines. Standard commercial marking shall be used. Exterior shipping containers and material not shipped in containers shall be marked, labeled or tagged as applicable and shall include (a) contractor?s name and address; (b) delivery order number; and (c) total number of cartons in shipment. Animal shall be shipped to the Nationa1 Institute of Health, Animal Center, Building 103, 16701 Elmer School Road, Poolesville, Maryland 20837, or facility designated by the project officer. The North American Industry Classification (NAICS) Code is 112930 and the Size Standard - $0.75M employees are used for this requirement. This is a small business set-aside requirement. This acquisition is being conducted under simplified acquisition procedures. Award will be made to the lowest priced, technically acceptable bidder meeting the Government?s specifications. The bidder shall submit with their bid evidence that they are able to meet the item, testing, shipping and delivery specifications as described above. The bidder shall submit an itemized price schedule as follows: monkeys, and packing & shipping crates. The bidder shall include in their bid, the prompt payment discount terms, the F. O. B. point (Destination or Origin), the Dun?s & Bradstreet Number, (DUNS), the Taxpayer Identification Number (TIN), and business size. The bid must reference solicitation number NHLBI-PS-2002-131. Bids are due fifteen (15) calendar days from the publication date of this synopsis. All responsible sources may submit a bid, which if timely received, shall be considered by the agency. Bids must be submitted in writing to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, Rockledge Building 2 Suite 6042, 6701 Rockledge Drive, Bethesda, MD. 20814-7902, Attention Ms. Deborah Coulter, Purchasing Agent.
