- Description
- This is a combined synopsis/solicitation for commercial items prepare= d in accordance with the format in Subpart 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation a written solicitation WILL NOT be issued. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAC 01-09. The VA intends to award a firm-fix priced contract for Phillips Echo Information Managment HL-7 Interface Software and Implementation Interface Hardware includes implementation, training and configuration. Equipment shall be able to interface with current Cardiology Echo System. Delivery is FOB Destination and is required NLT 3-4 weeks after award. WJBD Veterans Affairs Medical Center (VAMC) plans to negotiate on a sole source basis with Phillips Electronics of N. America, 3000 Minuteman Road, Andover, MD. Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capabilities to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS CONTRACT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. The NAICS Code is 334510 and the small business size standard is 500 employees.=20 The following FAR Provisions and Clauses apply to this solicitation:=20 52.212-1 Instructions to Offerors =96 Commercial Items (OCT 2000); 52-212-3 Offeror Representations and Certifications =96 Commercial Items (JUL 2002); 52.212-4 Contract Terms and Conditions =96 Commercial Items (MAY 2002); 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders =96 Commercial Items (MAY 2002)=20 items (b) (11) through (16), (19 (ii)), and (25).
