Description
Under Statutory Authority 41 U.S.C. 253(1) the Government anticipates entering into sole source procurement negotiations with Minneapolis Medical Research Foundation (MMRF), 914 South Eighth Street, Minneapolis, MN 55404 to continue participation under an extended research study entitled =93CSP #411-CARP Trial=94. This ongoing study was established February 1999. MMRF will furnish continued technical assistance on the project with the assistance of Dr. Fred Apple who created the troponin assay. Specifically, the homocysteine analysis will be run off of the same blood samples as the baseline troponin from MMRF. The above authority is cited and justification made based on the determination that the Government=92s minimum needs can best be satisfied by services available from one source. This contract action is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302. Other persons may identify their interest and capability to respond to this requirement by September 18, 2002. This notice of intent is not a request for competitive proposals. No solicitation document is available. However, the Government will consider all interests received on or before September 18, 2002. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
