- NA Note 1 applies. This is a Combined Solicitation/Synopsis. Begin Statement of Work Building Janitorial Service 1.0 GENERAL 1.1 Scope of Work. The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary to provide housekeeping services at the Arizona Air National Guard, Operation Snowbird, located on Davis-Monthan AFB, AZ. Buildings 1707, 1709, 1711, 1712, and 1714. This contract shall cover the period set forth in the contract. 1.2 Compliance with applicable Federal, State, and Local Requirements. In performing work under this contract, the Contractor shall comply with all relevant Federal, State, and Local statutes, ordinances, laws, and regulations. 2.0 PERSONNEL 2.1 Contract Manager. The Contractor shall provide a contract manager who shall be the point of contact during the performance of work. The name of this person and alternate(s) who can act for the Contractor when the manager is absent shall be designated in writing to the Contracting Officer. 2.1.1 The Contract Manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operations of this contract. 2.1.2 The Contract Manager or alternate shall be available during normal duty hours, and must be prepared to meet on the installation with Government personnel designated by the Contracting Officer to discuss problem areas. 2.1.3 The Contract Manager or alternate must be able to read, write, speak, and understand the English language. 2.2 Appearance. Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company or wearing name badges, which contain the company name and employee na me. 3.0 CLEANING TASKS 3.1 Low Dusting. After dusting, no dust, lint, litter, or dry soil shall remain on the horizontal surfaces of desks, chairs, file cabinets, or other types of office furniture and equipment nor on horizontal ledges, window sills, hand rails, etc., to a lin e 7?-0? above the floor level. Typewriters, business machines, computers, and equipment of similar nature shall not be dusted. 3.2 Trash Removal. All wastebaskets, cigarette butt receptacles, (ash trays, butt cans, etc.), and other trash containers within the area covered shall be emptied, and returned to their initial location. Boxes, cans and papers, placed near a trash recept acle and marked ?TRASH? shall be removed. Any obviously soiled or torn plastic trash receptacle liners in such receptacles shall be replaced. Trash shall be disposed of in plastic bags secured with bag ties. The Contractor shall pick up any trash that m ay fall onto the facility or grounds during the removal of such collected trash. The trash shall be deposited in the nearest outside trash collection point. 3.3 Mop Floors. All accessible solid floor areas shall be mopped. Chairs, trash receptacles, and easily movable items shall be moved and replaced after mopping. After mopping, the floor shall have a uniform appearance, with no streaks, swirl marks, dete rgent residue, or any evidence of soil, stains, film, debris or standing water. There shall be no splash marks or mop streaks on furniture, walls, baseboard, etc., or mop strands remaining in the area. DO NOT mop wood or carpeted floors. 3.4 Sweep Floors. After the floor has been swept, the entire floor surface, including corners and abutments, shall be free of litter, dust, and foreign debris. Chairs, trash receptacles, and easily movable items shall be removed and replaced after sweepi ng. 3.5 Walk-off Mat Cleaning. Carpet type entrance mats shall be vacuumed to remove soil/grit and to restore resiliency of the carpet pile. Straw, rubber, or polyester entrance mats shall be swept, vacuumed, or hosed down outside to remove any soil/grit. S oil and moisture underneath entrance mats shall be removed and mats shall be returned to their normal locations. 3.6 Floor Maintenance. Areas accessible to floor machines shall receive floor maintenance. After receiving floor maintenance floors shall have a uniform appearance, and be free of scuffmarks, heal marks, and other stains and discoloration. All floor mai ntenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Chairs, trash receptacles and easily movable items shall be moved to allow maintenance underneath. Any items moved shall be returned to their proper position when ope rations have been completed. Floor maintenance includes the techniques of dry buffing, spray buffing, stripping, and waxing as required to achieve the above stated results. The techniques used depend upon the materials, equipment, and personnel used to d o the job. The Contractor needs to apply the techniques to the effected areas, as required, not necessarily to the entire floor to return the floor to the expected standard. 3.7 Carpet Cleaning. All carpeted areas shall be vacuumed to remove soil/grit and to restore resiliency of the carpet pile. All soil/grit underneath movable carpets/rugs shall be removed and the movable carpets shall be returned to their original locatio ns. 3.8 Rest Rooms. Tasks include descaling of toilet bowls and urinals, disinfecting all surfaces of partitions, stall doors, and wall areas adjacent to wall mounted lavatories, urinals, and toilets. Cleaning of mirrors, removal of trash, sweep and mop floo rs, low dusting, and restocking of supplies as required. All Areas will be disinfected with germicidal detergent. Disinfect all surfaces of showers to include floors, walls, doors, and associated hardware. 3.9 Glass Cleaning. After glass cleaning there shall be no traces of film, dirt, smudges, water, or other foreign matter. 3.10 Drinking Fountains. The Contractor shall disinfect and polish metal surfaces, including the orifices and drains, so that after cleaning the entire drinking fountain shall be free from streaks, stains, spots, smudges, scale, and other obvious soil. 3.11 Break Areas. Tasks are to include wiping down tables and surfaces of appliances, removal of trash, and sweeping, mopping, or vacuuming of the floor areas as required. After cleaning there shall be no traces of food particles or food stains, smudges, water spots, or other foreign matter. 4.0 SCHEDULE OF TASKS 4.1 Period of Service and Hours of Operation. Service is to be performed between 6:30 a.m. and 2:30 p.m. Monday through Friday of each week. When a holiday falls on the day of service, the normal workday prior to the holiday will be the service date. Th e following Federal legal holidays are observed by this base. Columbus Day Monday, October 14, 2002 Veterans Day Monday, November 11, 2002 Thanksgiving Day Thursday, November 28, 2002 Christmas Day Wednesday, December 25, 2002 New Years Day Wednesday, January 1, 2003 Birthday of Martin Luther King, Jr. Monday, January 20, 2003 Washington's Birthday Monday, February 17, 2003 Memorial Day Monday, May 26, 2003 Independence Day Friday, July 4, 2003 Labor Day Monday, September 1, 2003 4.2 Daily Cleaning Tasks. The daily cleaning tasks include the following: a. Removal of all trash b. Sweeping of floors c. Cleaning/disinfecting of Rest Rooms d. Cleaning of break areas 4.3 Twice Per Week Tasks. The following is included: a. All hard surfaced floors shall be mopped. b. All carpeted floors shall be vacuumed. 4.4 Once per Week Tasks. The following is included: a. Low Dusting b. Clean walk-off mats c. Floor maintenance 4.5 Glass Cleaning. Windows shall be washed, inside and outside, within two (2) weeks after award and two (2) weeks prior to the expiration of the contract as a minimum. The POC shall determine any other requirements during the period covered by this con tract. 4.6 Supplies. The Contractor shall restock the restrooms, breakrooms, and bedrooms so that supplies do not run o ut. The QAE will be responsible for the control of the supplies. 5.0 INSPECTION/ACCEPTANCE 5.1 Standards of Performance. The Contractor?s performance will be determined satisfactory when the task meets or exceeds the standards described herein. Should the services provided not conform with the contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When defects in services cannot be corrected by re-performance, the Government may: (1) require the Contractor to take necessary action to ensure that future performance conforms to the contract requirements, and; (2) reduce the contract price to reflect the reduced value of the services performed. If the Contractor fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may: (1) by contract or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service, or; (2) terminate the contract for default. 5.2 Quality Control. The Contractor shall establish and maintain a complete Quality Control Plan to assure the requirements of the contract are provided as specified. Updated copies must be provided to the Contracting Officer as changes are incorporated. The plan shall describe the method(s) for identifying the quality of service performed before the level of performance becomes unacceptable. 5.3 Quality Assurance Surveillance Plan. The Government shall appoint in writing a Quality Assurance Evaluator (QAE). The Government will evaluate the Contractor?s performance in accordance with local procedures and will record all surveillance observati ons. Customer complaints shall be the initial indicator of unsatisfactory performance. When the QAE concurs with a costomer complaint, the Contractor?s representative will initial the observation. 5.4 Performance Evaluation Meetings. The Contract Manager may be required to meet with the Quality Assurance Evaluator (QAE) and the Contracting Officer periodically to discuss the performance on this contract. 5.5 Conservation of Utilities. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions which preclude the waste of utilities, including: (1) Lighting shall be used only in areas where and when work is actually being performed; (2) Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the workers; (3) Water faucets or valves shall be turned off when not in use. 5.6 Contractor Furnished Items and Services. The Contractor shall furnish all personnel, equipment, tools, transportation, materials, supervision, and other items and services necessary to perform the custodial services described in this contract. 5.7 Government Furnished Property. The Government will provide all expendable supplies, i.e. toilet paper, paper towels, trash bags, hand soap, wax, and floor stripping chemicals. Should these supplies not be available to the Contractor on any occasion, the Contractor shall be relieved of responsibility to re-supply that item as required by definition until such time as the item is furnished.
