- NA The Huntsville Corps of Engineers announces the intent to issue a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) contract with provisions to issue primarily firm-fixed-price task orders, and time-and-materials task orders on a limited b asis for exigent needs for Ordnance and Explosives (OE) removals on the Big Island, Hawaii, and other Pacific Rim locations. This is a 100% Small Business Set-Aside. The government anticipates awarding a single contract without discussions after submissi on of initial offers. A two-phase evaluation process will be utilized for source selection under this solicitation. Those respondents with the highest-rated proposals in Phase I, will be allowed to proceed into Phase II and asked to make an oral presenta tion during this phase. The award will be made based on best value upon evaluation of all offers received. This solicitation will be conducted on a small business set-aside basis under the North American Industry Classification System (NAICS) Code 562910 for Environmental Remediation Services with a size standard of 500 employees. This requirement is to safely locate, identify, recover, evaluate, manage and make final disposition of OE at the Waikoloa Maneuver Area, Big Island, Hawaii, and other various currently and formerly used defense sites, property adjoining currently and formerly-used defense sites, and other federally controlled/owned sites which have been potentially impacted by OE operations, that fall within the management and control of U.S. A rmy Engineer District, Honolulu. This acquisition encourages integrated approaches to perform OE responses including analog and digital geophysical mapping, anomaly discrimination, time-critical and non-time critical removal actions, clean-up of range res idue, disposal, and management of OE or other constituents related to OE. The work will be executed consistent with the Department of Defense Explosives Safety Board requirements, the Defense Environmental Restoration Program (DERP), Comprehensive Environ mental Response, Compensation, and Liability Act (CERCLA), the National Contingency Plan (NCP), and with other applicable laws and regulations. Each task order under this contract will have a specific Scope of Work (SOW) describing the work required which may include conducting appropriate field surveys, site visits, interviews with knowledgeable persons; preparation of required safety and health plans, site assessment reports, and site characterization reports; conducting site monitoring, executing suitab le cleanup activities, terrestrial or underwater surveys, innovative technology applications, chemical laboratory analysis, and disposal of OE. A primary emphasis will be placed on assisting the Corps in compliance with applicable environmental laws and r egulations, and cultural issues. The work may involve working with other contractors during hazardous/toxic wastes assessment/remediation projects, archaeological studies, flora and fauna studies, geo-technical studies, public evacuation/safety plans and execution, public coordination, other environmental and/or engineering studies, and responding to urgent needs. The work may involve but not be limited to disciplines in the following areas: OE safety, hazardous/toxic wastes management, noise quality, air quality, water quality, risk assessment, occupational health, industrial hygiene, safety, and public health. Hazardous, Toxic and Radiological Waste (HTRW) material or non-stockpile Chemical Warfare Materiel (CWM) are not expected, but may be encountered . All permits and licenses necessary to conduct operations including building permits, licenses to purchase explosives, blaster?s licenses, and Department of Transportation (DOT) permits for transport of OE and HTRW on public highways will be the responsi bility of the awardee. Preliminary study data and other information may be required during the progress of work. Awardee will participate and provide support i n various public forums including, but not limited to, assistance in compiling presentation data and expert technical testimony during public information meetings, Restoration Advisory Board sessions, inter-agency coordination, and other activities. The e stablished annual usage is $10 million with a total value for the base year and each of the four options equaling $50 million. Anticipated solicitation release date is on or about September 06, 2002. All responsive, responsible sources may submit a propo sal, which shall be considered by this agency.
