NA THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERICAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE B EING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. The solicitation # DABT19-02-Q-0027 is a Request for Quotation (RFQ), 100% Set?Aside for Small Business Competition. The expected delivery date is twenty-five (25) days after award of contract. Quotes will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2-Evaluation of quotations or off ers. Award will be made based on contractors Price.***The Government anticipates awarding one purchase order resulting from this combined Synopsis/Solicitation to the responsible contractor whose bid, conforming to this Synopsis/Solicitation, will offer t he Best Price to the Government, price and other factors considered.****Contractors shall address all requirements in this combined Synopsis/Solicitation. Subject to military security regulations, the Government shall permit the contractor access at all reasonable times to Government-furnished facilities, provided that if by reason of military necessity the Government is unable to permit access, the Government, at its own risk and expense, shall mainta in these facilities during the period of non-access, unless the service failure results from the Contractor's fault or negligence. During periods when the Contractor access is not permitted, cost attributable to loss of or damage to the equipment due to t he fault or negligence of the Government, shall be reimbursed to the Contractor at mutually acceptable rates. Failure to agree shall be a dispute concerning a question of fact within the meaning of the Disputes clause of this contract. 52.214-34 Submissio n of Offers in English, 52.214-35 Submission of Offers in U.S. Currency, 52-253-1 Computer Generated Forms, 52.233-2 Service of Protest, Protest as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency and copies of any protest that are filed with the General Accounting Office (GAO) shall be served on the Contracting Officer by obtaining written and dated acknowledgement of receipt from Directorate of Contracting, 600 Thomas Avenue Unit #3, Ft. The copy of any protest shall be received in the office designated above within one day of filling a protest with the GAO. 52.217-4013 Basis for Award Only one award will be made as a result of this solicitation. Bids must include unit prices for each item listed in order that bids may be properly evaluated. Bids that do not include prices for each item listed will be rejected as non-responsive. Bids submitted for less than the estimated quantities shall be rejected. Award will be made i n the aggregate to the low responsive, responsible bidder whose bid, conforming to the Invitation for Bid, is most advantageous to the Government, considering only price and price-related factors.
