- Description
- NASA/MSFC plans to issue a Request for Quotation (RFQ) for Easy5 Software. NASA/MSFC intends to purchase the items from Mechanical Devices, Inc., pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c)(1). Competition is impractical because: (a) Easy5 software is required for compatibility between Marshall Space Flight Center (MSFC) and other NASA Centers and aerospace contractors. Easy5 has become the industry standard modeling tool for spacecraft reaction control propulsion systems and vehicle main propulsion systems, and MSFC must acquire this software to be able to run, evaluate, or modify system models developed by Johnson Space Center (JSC) or by Boeing. MSFC=92s increased role in distributed propulsion feed system design (such as X-37, SLI on-orbit propulsion systems, and the SLI Boeing cross feed system) has made it imperative that MSFC acquire this analytical tool to maintain its ability to evaluate candidate designs. MSFC has evaluated alternate modeling tools and found that Easy5 has exceptional ease of use, extensibility, and built-in libraries that exceed the capabilities of other tools currently in use at MSFC and in the aerospace industry. (b) Mechanical Dynamics, Inc. is the only legitimate source for Easy5 software. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on September 20, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
