Description
NASA/KSC plans to issue an Invitation for Bid (IFB) for Liquid Hydrogen (LH2) that conforms to MIL-PRF-27201C, Type II, dated 22 December 1995. The anticipated release date of IFB 10-02-0032 is on or about 23 September 2002, with bids being due on or about October 23, 2002. The contract performance period will be for five years including all options with a beginning date of 1 January 2003. Best estimated quantities will be provided in the solicitation materials. The resultant contract will be a fixed-price, requirements type contract with delivery orders placed for specific requirements at each destination. The West Coast delivery locations (F.O.B. Destination) are: (1) Aerojet Tech Systems, Co., Nimbus, CA; (2) Air Force/NASA, Vandenberg AFB (VAFB), CA; (3) Boeing North America - Rocketdyne Division (BNA_RD), Santa Susana Filed Laboratories (SSFL), Canoga Park, CA; (4) NASA, Whiate Sands Test Facility (WSTF), Las Cruces, NM; (5) Boeing North America (BNA), Huntington Beach, CA; and (6) Lockheed Martin Corporation, Space Systems Division, San Diego, CA. The provisions and clauses in the IFB are those in effect through FAC 2001-08. The Government intends to acquire a commercial item using FAR PART 12. The NAICS Code and Size Standard are 32512 and 1,000 respectively. The DPAS rating for this procurement is DO-C9. All qualified responsible sources may submit a bid, which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
