- DESC: The US Army Special Operations Command, Fort Bragg, North Carolina has a requirement for the Purchase and Delivery of heavy aluminum telescoping towers. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes must reference the Request for Quotation number USZA92-02-Q-0021. Solicitation provisions and clauses are those in effect through FAC 2001-08. Full text clauses and provisions are available at http://farsite.hill.af.mil . It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. The North American Industry Classification System Code (NAICS) is 334220. This requirement is set aside for small business. Each requirement shall meet the following minimum specifications. CLIN 0001: (4 each) 100-foot heavy aluminum telescoping (crank up) towers complete with T Base, building bracket and mast. CLIN 0002: (2 each) 75-foot heavy aluminum telescoping (crank up) towers complete with T Base, building bracket and mast. CLIN 0003: (1 each) Galvanized dual axel trailer with 50-foot heavy duty aluminum (crank up) tower. CLIN 0004: (1 each) Spare Tire for CLIN 0003, mounted to trailer and locked. DELIVERY/ ACCEPTANCE POINT: Delivery location is Camp Mackall (Fort Bragg), North Carolina. Quotes shall clearly indicate the offeror's proposed delivery date. If the offeror is quoting other than FOB Destination, the quote shall clearly indicate delivery price to Camp Mackall (Fort Bragg), NC. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph "a" of the provision: "Quotes will be evaluated as to technical acceptability, price, and delivery. Technical acceptability will be determined by the government during technical review. Vendors shall submit clear item specifications and drawings to be used in the government technical review. Quotes that do not include clear and descriptive specifications will not be considered for award. A best value award will be made to the lowest responsive quote from a responsible bidder submitting an offer found to be most advantageous to the government."; 52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their bid. The following FAR Clauses are applicable to this acquisition: 52.219-6, Notice of Total Small Business Set-Aside; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with the following clauses being applicable to the solicitation: 52.203-6 Alt I, 52.222-26, 52.232-33, 52.222-36, 52.247-64, and 52.222-35. Additionally, DFARS 252.204-7004, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Applicable to Defense Acquisition of Commercial Items, with the clause 252.225-7024 applicable. Bowles, Contracting Officer (910) 432-8598.USZA92-02-Q-0021 QUESTIONS AND ANSWERS (Date of Submission: 4 Sep 02) REQUIRING UNIT: The US Army Special Operations Command, Fort Bragg, North Carolina ITEM: Purchase and Delivery of Heavy Aluminum Telescoping Towers. Q1) Is it a tower or a pneumatic mast (a mast is round)? A1) As stated in the synopsis/solicitation, the requirement is for a tower. The tower will be used to support government-owned antennas. Q2) Crank-up-how does the unit go up? A2) The requirement is for a telescoping tower. As this is a procurement for a commercial product, how it cranks up is a design feature that interested vendors providing such a telescoping tower should explain to the government in the quote. Q3) T-base- what is it for (does it rotate the unit)? A3) The T-Base is a stand used to support the tower. There is no requirement to rotate the tower. Q4) Building bracket- what is this for (does it attach the unit to a structure)? A4) The building bracket will be used to attach the tower to a building.
