Description
The Social Security Administration (SSA), Office of the Regional Commissioner (ORC), Atlanta, Georgia is contracting for a Chief Medical Consultant in the specialty area of Psychology. The services will be performed at the SSA office located at the Southeastern Program Service Center(SEPSC), 2001 12th Avenue North, Birmingham, Alabama 35285. The Chief Medical Consultant will work in cooperation with the Branch Manager to ensure a high level of quality in the reviews done by the SEPSC DBP medical consultant contractors. The Chief Medical Consultant: ?X Coordinates the review of samples of the work done by the SEPSC DBP medical consultant staff to insure that these reviews are consistent with Social Security disability policy. When differences arise between the medical consultants or between medical consultants and Social Security staff, the Chief Medical Consultant will mediate to resolve these in an equitable manner. ?X will help identify training needs for the medical consultants. Medical consultant performance issues which impact on the program would be referred directly to the Branch Manager. ?X is expected to exercise a high level of competence and professional courtesy in dealing with the SEPSC DBP medical consultants. In all activities, due recognition must be extended to the opinions of all consultants. When it is necessary to change or make a more definitive decision on a case, the involved consultant should be apprised of the decision if it contributes to meeting the learning needs or program consistency. Sensitive action in this area is essential to the recruitment and retention of medical consultants. ?X will be expected to review highly technical cases which require unusual expertise to resolve pertinent case-related issues. Assistance from other medical consultants will be available to help resolve issues in specific specialty areas, however, the ultimate decision on technical issues will usually rest with the Chief Medical Consultant. ?X will serve as a medical liaison for the SEPSC DBP to the Regional Medical Advisor. ?X will also be available to the State Chief Medical officers in the states in the SEPSC region to discuss medical policy issues. ?X will represent the SEPSC DBP at various medical policy meetings both regionally and nationally. ?X may occasionally be required to attend and/or give program-related training to State Disability Services employees in locations other than the SEPSC. However, the great majority of services will be performed in the SEPSC. In addition to the administrative responsibilities outlined above, the Chief Medical Consultant will provide direct clinical support to the DBP, as dictated by program needs. There will be no contacts with patients. The period of performance shall be one year or date of award, whichever is later than December 31, 2002, with provisions for four one-year option periods. The solicitation number is SSA-RFQ-03-7604-02 and is scheduled for release on or about October 14, 2002, with quotations due 14 days later. No telephone requests for RFQ will be honored.
