Description
This is a combination sources sought notice and pre-solicitation notice. The USDA/ARS intends to purchase the item BioNumerics software from Applied Maths of Austin, TX on a sole-source bases under the authority of [10 U.S.C. 2304 (c)(1)], if no other responsive, responsible sources are found. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the Contracting Office not later than 12:30 p.m. Fort Collins, CO time on September 16, 2002. Such capabilities /qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. This procurement is being conducted under the Simplified Acquisition Procedures (SAP), FAR Part 12, Commercial Items process. The USDA/ARS Meat Animal Research Center, Clay Center, NE, has a requirement for taxonomic/phylogenetic analysis software. The Pathogen Database project is currently in the formulation phase and is planning to acquire mature, validated software to analyze the relatedness and origins of pathogenic microorganisms, as well as features common to unrelated microorganisms. It is critical that the software be capable of incorporating nucleotide sequence, character, graphical and matrix data types into any given analysis. Generation of parameters characterizing the confidence level of a taxonomic or phylogenetic inference is also required. The following specific capabilities are required: parsimony and maximum likelihood methods for phylogenetic inference including bootstrapping and jacknifing support, Kimura, Jukes& Cantor corrections and addition of new members of a set without complete recalculation of matrices; UPGMA and neighbor methods for cluster analysis with statistical analysis of clustering including standard deviation, cluster comparisons and cophenetic correlation; multidimensional exploratory data analysis including principal components analysis and other methods; graphical output of analyses with editing capabilities including labeling, rearrangement of dendrograms and 3-D display of multidimensional output. Direct data access to remote relational databases (currently Oracle 8i) and peer to peer data transfer capability is required. The software must operate on PC-compatible computers running Windows 98 or higher.
