- Under the authority of Federal Acquisition Regulation, Part 6, Subpart 6.302-1 - Unique Source, the U.S. Census Bureau intends to award a contract to Ms. Carolyn Johnson for specialized technical writing and coordination services in support of the Census Field Division (FLD). The Census Bureau requires the services of an individual uniquely experienced and knowledgeable to support the FLD in the follow areas: Extensive experience with Census Bureau decennial operations as they relate to Group Quarters. Group Quarters include prisons (federal, state, and local); health care facilities (hospital, nursing homes assisted living); group homes for the mentally retarded, physically impaired; and assisted living to psychiatric hospitals. Group Quarters also entails several other operations, including: validation, advance visits, service-based enumeration, group quarters enumeration, transient night enumeration, military, military shipboard enumeration, and the enumeration of maritime vessels. The individual must be able to understand all aspects of decennial operations and how to integrate special place/group quarters with regard to inventory and address list development and the development of procedures for enumeration. Knowledge of previous special place/group quarters decennial operations is essential in the development of future automation capabilities in collecting updated inventory and updated address lists, processing of the forms, and congressional changes as they relate to the release of public data required for the enumeration of special place/group quarters. Previous experience writing specifications and requirements in the design and testing of Census enumeration procedures for special place/group quarters. Previous experience with the planning and coordinating operations with the Department of Defense, Department of Transportation, and the Maritime Administration to provide accurate coverage of their personnel for decennial census. Experience with military, maritime vessel, military shipboard and group quarters planning, implementation and processing of enumeration forms. Development of group quarters enumeration procedures and data capture procedures with the National Processing Center in Jeffersonville, Indiana Previous experience with the planning and coordinating operation with the various divisions within the Census Bureau that have a vested interest in the processing of data for the general public and various government agencies that are users of the special place/group quarters data. Thorough understanding of Group Quarters, military and maritime definitions as they relate to enumeration. Must have a complete understanding of what is in an out of scope for enumeration of this population Any response to this notice must show clear and convincing evidence of the respondent's capability relative to the knowledge and experience described herein. In doing so, interested parties must submit technical capabilities and other information that demonstrates their ability to meet the Census Bureau's requirements. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available. No contract will be awarded on the basis of any responses received. Rather, any responses received will be reviewed to determine whether or not other capable sources exist. If no capable written response, as determined by the Government, is received by September 23, 2002, 3:00 P.M. local time, a contract may be issued to Ms. Johnson without further notice.
