- The Office of Special Education Programs, Division of Research to Practice of the U.S. Department of Education intends to acquire services on a sole source basis from: Mathematica Policy Research, Inc., P.O. Box 2393, Princeton, NJ 08543-2393, 609-799-3535 (phone), 609-799-0005 (fax). Mathematica Policy Research, Inc. will provide coordination for data collection and oversight of data quality for the Early Head Start Longitudinal Study, and will play a key role in the analyses of the data including conceptualizing papers, organizing the various research sites around analytical issues, and preparing analyses for publication. The Early Head Start Longitudinal Study is following nearly 3000 children (including children with disabilities and suspected disabilities) and their families, half of whom attended Early Head Start and half of whom did not. The purpose of the study is to identify post-Early Head Start early childhood experiences and assesses school readiness, the quality of early childhood environments, and parent involvement. The purchase order will support analyses of data from the Early Head Start Longitudinal Study to address questions pertaining to very young children with disabilities and suspected disabilities. OSEP staff will propose analyses of particular interest to the provision of early intervention and special education services under the Individuals with Disabilities Education Act of 1997 (IDEA 97). The format for these activities will be a "data camp" in which researchers, MRP Research staff, and federal employees meet for 2-3 days to work exclusively on data analyses and to prepare manuscripts for publication. The proposed contract action is for supplies or services that the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
