Description
This is a combined synopsis/solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotes(RFQ0259). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-08. This acquisition will be processed under Simplified Acquisition Procedures and is not a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 325414 and the small business size standard is 500 employees. The National Institute of Allergy and Infectious Diseases has a requirement to procure custom peptides. The peptides are of 9 to 10 residues in length to map the poxvirus specific determinants bound to human HLA molecules recognized by T lymphocytes. In screening large numbers of peptides it is essential that they be provided in 96-well micronic racks. Therefore the number of peptides will be in a multiple of 96 or even full plate quantity. These peptides will be screened using T-cells from various MHC molecule bearing donors and functional T-cell assays. The contractor will provide the Government with the maximum number of full 96 well racks of free synthetic peptides. Each peptide will be of a unique sequence and either 9 or 10 amino acids in length. These sequences will be provided by the government. The purity of the peptides will be greater than 60 percent and provided in 96 well micronic rack format. The peptides will be synthesized at 1 micromole (um) scale that should result in approximate yield of 0.8-1.0mg quantity for each synthetic peptide. The peptides will be provided with a C-terminal free acid (COOH) and an N-terminal free amine. Quality control shall be performed on 2 peptides per each full block of 96 peptides and shall be comprised of HPLC analysis and Mass Spectroscopy (MALDI-TOF or Eelectrospray). Contractor will provide the government with updates on the progress of the peptides once every 2 weeks starting at the end of the 3rd week. All peptides shall be completed no later than 8 weeks following receipt of the award. Peptides 96-well micronic rack shall be shipped to the government overnight by Federal Express or other package delivery carrier. FOB Point shall be Destination, inside delivery required to Rockville, 20852. This will be a fixed-price contract. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Comercial Items; FAR 52.212-2 Evaluation ?Commercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contractor Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; FAR 52.225-3, Buy American Act also applies. Offerors must include with their offer a complete copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items. The government intends to make an award to the responsible offeror whose offer is most advantageous to the government.
