Description
The Virginia Contracting Activity (VACA), on behalf of the Defense Intelligence Agency (DIA), intends to award a sole source indefinite delivery - indefinite quantity contract in accordance with the format in FAR Subpart 12.6 to Microsoft Corporation for the purpose of providing professional engineering consulting services. This requirement is for support to DIA and the Department of Defense Intelligence Information System (DODIIS) Community. The DIA has a complex automated data processing infrastructure using various combinations of UNIX and Windows platforms and wide-area networks. The agency frequently seeks to take advantage of new and ongoing Microsoft (MS) technology and the level of expertise to test the limits of such capabilities is only available through high level MS consultants. The scope of this requirement covers services to provide intelligence components and to produce a central contract agreement to address current and future product and project issues. A contract vehicle will be awarded to acquire Microsoft Consulting Services (MCS) for DIA and DoDIIS that addresses operational requirements of various types. Specific tasks identifying requirements will be ordered against this contract and will be clearly identified in separate statements of work, either from DIA or from DoDIIS entities having delegated ordering authority. Interested vendors capable of satisfying this requirement are invited to submit clear and convincing data substantiating their capabilities to satisfy this requirement. All responses should reference MDA908-02-Q-0228 . Interested parties have 8 days from the date of publication date to submit their qualifications/capabilities. Such qualification and capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. A determination by the Virginia Contracting Activity not to compete this proposed procurement on a full and open competition basis, based upon responses to this synopsis is solely within the discretion of the Virginia Contracting Activity.
