Description
NOAA intends to negotiate on a sole source basis with Stratus Consulting, Boulder., using simplified acquisition procedures for the next phase of a corroborative study of US household demand for and benefits derived from improvements in hurricane weather forecasting. The proposed contractor, will build on Phase I work involving background work, literature review, focus groups, and preliminary survey design. The proposed Phase II work will include final survey design and preparation of materials for and submission for OMB review. This will include (1) survey instrument revision and external expert review based on results from the Phase I pre-test, (2) one-on-one debriefings and subsequent survey revision, and (3) preparation of materials for and submission for OMB review as per the Paperwork Reduction Act of 1995 (5 CFR 1320). The proposed contractor has unique qualifications and has specific past experience developing benefit estimates for weather forecasting services, including conducting the only known study of households' values for improved day-to-day weather forecasts. They have undertaken considerable work on the development of a survey instrument to elicit households' values for improved hurricane forecasts and has ongoing work to further refine and develop this survey instrument. The above provides them with unique qualifications in having the requisite background on eliciting households' values for and perceptions of hurricane forecasts in order to continue development of the survey design. Further their experience with implementation of nonmarket valuation techniques using methods from cognitive survey design including focus groups, one-on-one verbal protocols and retrospective analyses, content analysis and factor analysis along with integrated with developing methodologies of stated preference benefit estimation including proprietary data analysis programs used in the weather forecast valuation analysis. The qualifications of Stratus Consulting have been demonstrated in work for NOAA, USFWS, and EPA in developing benefit estimation for air and water quality, reducing environmental health risks, reducing acid deposition impacts on public monuments, reducing environmental impacts at Superfund sites, as well as valuation of ecosystem services and functions. They conducted the only non-market valuation study of households' preferences for current and improved day-to-day weather forecasts. In order to do this work Stratus Consulting has reviewed the extant literature on weather forecast values and developed the only economically valid and reliable survey instrument for eliciting these values for day-to-day forecasts. Stratus Consulting will continue building on this work for development of valuation methods for hurricane forecasts. SEE NOTE 22
