Description
This is not a Request for Proposal - There is no solicitation at this time. This is a Request for Information from interested sources only. If responding to this request please identify what your company's size standard is. Whether you are an 8(a), Hubzone, Woman-Owned, small, or large. You may respond to Lisa Schneider at 301-435-8447. The Public Works Branch (PWB) at the National Institutes of Health (NIH) is assuming operations and management of the 33 loadings on the Main Campus in Bethesda, Maryland. The company selected will provide the properly trained personnel with the skills knowledge, training, licensing and certifications needed to perform the logistic services required under the contract. The contractor and his workforce will be required to: 1. Become knowledgeable about security related to NIH standard loading dock processes and operating procedures. 2. At selected loading docks, operate x-ray scanning or other security devices provided by the NIH Department of Public Safety. 3. Manage and schedule deliveries in and out of the loading docks. 4. Operate power and manual material handling equipment (MHE). 5. Receive and sign for all shipments of material delivered or picked up as the government representative at the loading dock. 6. Confirm shipping documents and verify items and quantities against receiving documents. 7. Load and unload trucks using power and manual material handling equipment. Equipment will be government furnished, contractor will provide documentation that workforce is fully trained on its use or have the proper certificates to operate. 8. Store supplies to be picked up from the loading dock area in a neat, orderly, and efficient manner. 9. Palletize material to be shipped or transported, to include some hazardous (biological, radiological, contaminated, and medial/pathological) materials. Hazardous materials and handling requirements will be identified at a later date. 10. Along NIH-designated horizontal/vertical routes, deliver to requesting building occupants commodities or materials of various types and sizes including pallets, boxes and cartons using hand trucks, dollies, or powered equipment. 11. Direct deliverymen, from companies such as Federal Express, to the proper location within the building. 12. Professionally and courteously answer requests for miscellaneous information. 13. Wear uniforms that clearly identify the company they work for and an NIH contractor identification badge. 14. Comply with all Occupational Safety and Health Administration (OSHA) regulations and requirements related to loading dock operations. Additionally ensure that other deliverymen and truck drivers are also complying with the same. 15. Maintain a safe, clean and orderly work area at all times. 16. Provide requested reports in HIH specified formats and frequencies. 17. Attend and participate in NIH called meetings. The loading dock day/hours of operation, with the exception of the Clinical Center, is Monday through Friday from 6:00 a.m. to 6:00 p.m., and from 7:00 a.m. to 4:00 p.m. on Saturdays. The four Clinical Center loading docks will operate 7 days a week from 6 a.m. to 6 p.m. Historical workload data will be made available at a later date. All contractor personnel must be capable of lifting at a minimum, 50 pounds. All contractor personnel shall conduct their daily operations in a professional and courteous manner. The contractor?s labor force must be capable of passing a background investigation, including a national background check if deemed necessary by the NIH Department of Public Safety. The government will provide appropriate space, computers, and telephones. Contractor personnel may be required to park on a satellite NIH parking lot and take the shuttle bus to the NIH Main Campus or take the METRO to the NIH Main Campus. Work locations are within a five-minute walk from the METRO. The NIH Main Campus is located at 9000 Rockville Pike, Bethesda, Maryland 20892. The contract format will be a performance based service contract with one base year and four option years.
