- This is a combined synopsis/quotation (RFQ) for commercial items prepared in accordance with the format in Subpart 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only quotation and a written quotation will not be issued. The U.S. Immigration & Naturalization Service is requesting a quotation to supply and install emergency response equipment on (17) Government-owned vehicles. All items must be compatible and fitted to late model sports utility vehicles and sedans as attached. Equipment includes: ITEM 0001, Rear Deck LED Double Light Stick (Alternating Amber/Blue Flashing - Slim Design); ITEM 0002, Four (4) Corner Strobe Systems; ITEM 0003, (Dynamax or equivalent) Siren Speaker; ITEM 0004, Dash LED Double Light Stick (Solid Red/Blue Flashing - Slim Design); ITEM 0005, Siren/Airhorn/PA Amps (Unitrol or equivalent); ITEM 0006, Siren and Lighting Controller and Switches (Unitrol or equivalent); ITEM 0007, Headlight Flasher; ITEM 0008, Airhorn Button and ITEM 0009, Window Tinting as directed. The Offeror shall provide: (1) descriptive literature for all equipment proposed to be furnished, (2) country of origin of each item, (3) written warranty on all items and installation, (4) turn-around delivery time frame from time of pick-up to return to the Government, (5) past performance of contracts completed within past 12 months for same or similar supplies/services, and (6) prices for each line item. FAR 52.212-2 Evaluation-Commercial Items applies with evaluation factors of technical, past performance and price. The Government-owned vehicles shall be picked-up and delivered to USINS, San Francisco District, 630 Sansome Street, San Francisco, CA 94111. The Government reserves the right to award on all or none basis. The following FAR Clauses are incorporated by reference: 52.212-1 Instructions to Offerors - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, which incorporate the following Clauses: 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity (E.O. 11246); 52.222-35 Affirmative Action for Disabled Veteran Era (38 U.S.C. 4212); 52.222-36 Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.225-1 Buy American Act - Balance of Payment Program - Supplies (41 U.S.C. 10a - 10d); 52.225-13 Restriction on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121 and 13129); and 52.232-34 Payment by Electronic Funds Transfer-Other than Central Contractor Registration. Successful Offeror will complete the information in 52.212-3 Offeror Representations and Certifications - Commercial Item (attached) and submit with response to this RFQ. The Offeror may obtain the full text of the clauses electronically at web site http://www.arnet.gov/far. Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-08. The North American Industry Classification System Code (NAICS) is 441310; with a Business size Standard of $6Mil. This requirement is 100% Small Business Set-Aside. Closing Date or response date for this synopsis/quotation ACL-2-Q-0032 is September 12, 2002 at 4:00pm, Pacific Daylight Time. Only written responses will be accepted.
