- Description
- The Federal Highway Administration (FHWA) plans to negotiate a sole source purchase order with The Lincoln Institute of Land Policy to arrange a Training Academy for Metropolitan Planning Organizations (MPOs). The primary purpose of the Academy will be to train elected officials who sit on Metropolitan Planning Organization Boards. There are more than 340 MPOs with memberships reaching 30, 40, and sometimes 50 members. The Training Academy will be primarily for elected officials, with some supplemental activities for MPO directors. The Lincoln Institute of Land Policy has extensive history with working with senior-level policy makers, from state tax judges, to state transportation planning directors, to the planning directors of the largest US cities, and vice-presidents of urban universities responsible for real estate development. The Lincoln Institute of Land Policy is uniquely qualified to provide the requested services because it has more than 55 years of history in interacting with and educating local elected officials about transportation and land use issues. They have performed this work on national and international levels. Their breadth of knowledge will enable them to bring in case studies and examples from numerous sources. Their staff also has a proven track record in developing and instructing courses on land use and transportation. As such, they will require no learning curve to coordinate and arrange these workshops and develop the case studies. Because Lincoln Institute of Land Policy possess an intimate knowledge of the subject matter, has extensive history in interacting with and educating local elected officials about transportation and land use issues and have performed this work on national and international levels, they are the only known source for this effort. This is a Simplified Acquisition and the threshold is $100,000. The anticipated award date is September 20, 2002.
