- Furnish all labor, material and equipment necessary to perform paving at the U.S. Coast Guard Activities, NY facility in Fort Wadsworth, Staten Island, NY and at the nearby USCG Station New York at Rosebank, Staten Island, NY. The work includes but is not limited to crack sealing and patch repairs of existing bituminous concrete surfaces and application of a slurry seal coat over all existing bituminous concrete surfaces and application of a new 1-1/2? wearing course of bituminous concrete. The work also includes the removal of the existing 6? concrete surface of the parking area adjacent to Ft. Wadsworth Building #311 and replacement with two courses of new bituminous concrete and miscellaneous associated work. The Notice to Proceed will not be issued prior to 1 March 2003. Bidders are urged to inspect the site before submitting a bid. Bid, Performance and Payment Bonds are required. Information concerning site visits will be contained in the solicitation. This Invitation for Bids is being issued pursuant to the Small Business Competitiveness Demonstration Program and is open to both large and small business participation. This project is estimated between $100,000 and $250,000. The applicable NAICS Code is 234210. The tentative date for receipt of bids is 31 October 2002. Bid packages will be available on or about 24 September 2002 at a non-refundable charge of $26. Certified Checks or money orders should be made payable to Commercial Blue Print and Supply and mailed to the firm at: 83 Waverly Street, Jersey City, NJ 07306. Do not send fees to the Coast Guard. All relevant solicitation documents including specifications and drawings may be accessed for download for free commencing on the date of issue at the following website: http://www.eps.gov. Any amendments issued under this solicitation shall also be posted on this website. Also, you may refer to a list of other printers on the U.S. Coast Guard CEU/PROVIDENCE website at http://www.uscg.mil/mlclant/ceuprovidence. Printers on this list may be able to download and print the solicitation and drawings and specifications for a fee. For minority, women owned and disadvantaged business enterprises: the Department of Transportation (OSDBU) has programs to assist minority, women owned and disadvantaged business enterprises to acquire short term working capital and bonding assistance for transportation related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT bonding assistance program enables firms to apply for bid, performance and payment bonds up to $1 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
