- The AOC and the U.S. Navy Fleet Information Warfare Center (FIWC) will co-sponsor an Information Operations Conference, September 25-26, 2002, at the Little Creek Conference Center, Norfolk, VA. The conference classification is Secret/US-Only. The conference theme is "Naval IO: The Future is NOW!" Recent policy announcements, operational events and organizational changes within the Department of Defense are having significant impact on Information Operations. The Chief of Naval Operations has just issued a new IO policy statement and the Naval Network Warfare Command was recently established as the Navy's central authority for Information Technology, Space and Information Operations. The conference agenda will address these recent important events in an effort to inform and educate the military and industry IO professional community about rapidly evolving IO issues and their impact on Navy and Marine Corps operations, policies and organizations. The conference chairman will be CAPT Bob Stuart, commanding officer, FIWC, and the program coordinator will be Dan Walters, technical director, FIWC. The keynote address will be given by VADM Richard Mayo, USN, the first commander of the new Naval Network Warfare Command (NETWARCOM). There are four sessions. Session 1 - IO Policy, Requirements and Legal Issues. This session will introduce current and evolving DoD and Navy IO policy; provide insight into the new Naval Network Warfare Command organization and missions; address the OPNAV IO requirements process; and outline IO legal issues and lessons learned derived from Naval IO operations. Briefings include: "Joint IO Perspective - DoD 3600, JP 3-13" (Joint Staff J39); "The New Navy IO Strategy" (CNO N00X); "NETWARCOM" (NETWARCOM); "MCP Process and IO Requirements" (OPNAV N614 invited); and "Legal Issues in Information Operations" (FIWC N00J). Session 2 - IO in Current Fleet Operations. This session will provide insight into Information Operations employed in the war against terrorism from several operational perspectives and illustrate how current intelligence initiatives support Information Operations. Briefings include: "EA-6B Operations in Enduring Freedom" (CVWP N8); "IO Operations - NAVCENT Perspective" (NAVCENT invited); "IO in Special Operations" (SOCOM); "CVBG IO Operations" (NETWARCOM); and "Intelligence Support to IO" (Office of Naval Intelligence). Session 3 - Current IO Initiatives. The current definition of Information Operations includes Computer Network operations, Psychological Operations, Military Deception, Electronic Warfare and Operations Security. This session will outline several current initiatives supporting various aspects of IO. Briefings include: "Computer Network Operations" (JTF CNO invited); "NAVCIRT Brief" (FIWC N3); "NMCI and Computer Network Defense" (NETWARCOM); "Marine Corps IO Initiatives" (USMC PP&O invited); and Naval PSYOP Initiatives" (FIWC N8). Session 4 - Future IO Concepts and Doctrine. Information Operations continues to mature and evolve. This session will provide insight into several new concepts, tools, doctrine and equipment in development today to support IO in the future. Briefings include: "EA-6B Follow On" (Boeing); "Future Concepts (RDO, EBO, ONA) and IO" (JFCOM J9 invited); "IO Planning - the IO Navigator" (JIOC); "IO in Homeland Security" (NWDC invited); and "Naval IO Doctrine" (FIWC N7).
