Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. A SOLICITATION IS NOT AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The C/KC-135 Aircraft Division is conducting market research to determine the existence of potential business sources to overhaul and install TF33-PW102 engine struts on the KC-135E aircraft. The government intends to solicit and negotiate with only one known source (The Boeing Company) under the authority of FAR 6.302. A determination by the Government whether or not to compete this proposed contract based on the responses to this notice, is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm fixed price requirements type contract is contemplated. The contract period is anticipated to be one year with three priced one-year options (Oct 02 through Sep 06). The estimated quantity of struts to be overhauled is 500. The annual fiscal year options are anticipated to be based on quantity per year with a quantity range per month. The intent of the requirement is to remove existing struts from the aircraft, overhaul to a single configuration, and re-install the on the aircraft. Differences in configurations exist in the KC-135E fleet today due to the variety of commercial airline sources of donor struts. Contractor must possess experience in both KC-135 and commercial 707 heavy sheet metal/structural technology in order to remove, repair and reinstall the struts. The Original Equipment Manufacturer (OEM) has recently developed material changes for major structural components that must be incorporated into the overhaul, inspection, repair, overhaul and install struts. The contractor shall provide all necessary engineering/technical and maintenance expertise. Potential contractors will be responsible for all parts, tooling/support equipment, and technical data. Access to valid OEM?s engineering design data for both the KC-135 and commercial 707 must be documented. Contractors may be required to obtain an Associate Contractor?s Agreement (ACA) with the Boeing Company to obtain access to original design data. Stress analysis, durability analysis and damage tolerance assessment is required to ensure overhauled struts meet structural requirements. Contractors will be responsible for (2-4) prototypes and establishment of a government controlled rotable pool (estimated 2 months supply) of both inboard and outboard struts. The contractor will repair any discrepancies with all structural elements or system components disturbed during the overhaul and installation. Contractors will provide all facilities and equipment (airfield, facilities, hangars, maintenance stands, test equipment, paint/depaint facility, and manufacturing back shop). The contractor must have qualified personnel to configure the aircraft and operate aircraft systems required to conduct operational/flight checks.
