Description
NA The U. S. Army, Communications Electronics Command (CECOM) plans to acquire a Tactical Super High Frequency (SHF) Satellite Terminal (TSST) that operates in the Super High Frequency (SHF) range (C-, X-, Ku- and military Ka- bands) over commercial and milit ary satellites along with all its required elements of support. It is the Government's intention that this satellite terminal consist of an integrated assemblage of Non-Developmental Items, Commercial Off-the-Shelf and Government Furnished Equipment and t hat these items be adapted for use in a military tactical environment. This acquisition will include procurement of equipment and services needed to develop, build, integrate, retrofit enhancements, test, produce, package, transport, field, train and supp ort the terminal as well as services to manage the program. The mission of the TSST is to provide flexible, mobile, high capacity, extended range communications connectivity. The TSST will operate over military and commercial satellite space segments and will provide high capacity communications links to support v oice and data. The TSST may interface with other strategic networks via Standardized Tactical Entry Points (STEPs) or strategic assets. For commercial bands, the TSST will use standard commercial gateways or Defense Information Systems Agency (DISA) Quad -Band teleports and/or access the Defense Information System Network (DISN) via leased lines. User inputs will consist of both aggregate Transmission Groups (TGs) and single circuit inputs. This acquisition will be conducted using full and open competition and best value source selection procedures. Award will be made to one offeror whose overall proposal has been determined to be the most beneficial to the Government. Evaluation of propos als will be based on the following factors: Technical Design, Integrated Processes, Supportability, Price, Past Performance, and inclusion of Small Business. All bidders will be required to perform a product demonstration as part of the source selection process. A single contract will be awarded for three distinct efforts. 1) Block One - a) will be a firm-fixed price effort to build, integrate, test, produce, package, transport, field, train and support a tri-band terminal. b) Concurrently with the Block 1 Production effort, the Government will award a Cost Reimbursement effort that will require the contractor to develop a military Ka band capability for the terminal; to develop a method to integrate this capability into th e Block 1 tri-band terminal; to upgrade two Block 1 terminals with the Ka-band capability; to develop a Quad-Band Satellite Emulator (QBSE); and to develop enhancements to the logistics support system for the Ka-band terminal capability and a logistics sup port system for the QBSE. 2) Block 2 - will include the production and delivery of quad-band TSST terminals and satellite emulators; the retrofit of all previously-procured tri-band TSST terminals; and the production and delivery of the elements and services required to upgrade the TSST's logistics support system. Production, test, packaging, transportation, fielding, training and support will be accomplished on a firm-fixed price basis. The retrofit of Block 1 TSST terminals will also be accomplished on a firm-fixed price basis. The fixed-priced portion of this acquisition will be awarded as a basic contract with options to acquire additional and/or enhanced terminals. Enhancements are defined by the work to be accomplished in Block 2. The Government anticipates issuing the draft solicitation on or about 18 Sep 02 on the US Army Communications Electronics Interagency Interactive Business Opportunities (IBOP) web site (https:/abop.Monmouth.army.mil). All parties interested in doing busin ess with CECOM are invited to access, operate, send and receive information from the IBOP. It is the offeror's responsibility to monitor this site for release of the solicitation and an y subsequent amendments or information. The draft Specifications can be found on the IBOP. The Department of Defense requires all Contractors to be registered in the Central Contractor Register (CCR) to receive contract award or payment. This notice is n ot a Request For Proposal and does not commit the government to pay for preparation costs.
