NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. Solicitation DASG62-02-R-0012 is being issued as a Request for Proposal. This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circula r 01-08, 27 June 2002. This solicitation is set aside for small business under NAICS Code 334210. Size standard is 500 employees. CLIN 0001, 450 Telephone Instruments. Telephone specifications: Fully compatible with an Avaya G3 System 75 Expansion Port Node PBX, Low Voltage, Single-line Speakerphone, 10 Speed Dial Keys, Hands Free Key, Flash, Hold, and Redial Keys, Message Waiting Light, Data port, HI/LO Ringer Control, Desk or Wall Mountable, Separate Handset and Speaker Volume Control, Complies with AD A/HAC Requirements. CLIN 0002, 450 full color faceplates. The faceplate must fit the telephone instrument and have in the center of the top portion, the color emblem for U.S. Army Space Command. (Contact Scott Gustad at (719) 554-8840 for a copy of the color emblem.) CLIN 0003, Manufacture?s Warranty. The required delivery date for these telephone instruments is 11 October 2002. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation t o the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Significant evaluation factors, are (i) technica l capability to meet the Government?s specifications; (ii) price; (iii) past performance (see FAR 15.304). Factors are listed in the relative order of importance. Technical capability and past performance, when combined, are 80% when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly un balanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the of fer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a writte n notice of withdrawal is received before award. (End of clause) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and any addenda to the provision. See the provision at 52.212-2, Evaluation-Commercial Items for the specific evaluation criteria. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
