- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals a re being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is DABT51-02-R-0016 and is issued as a request for Proposal. This RFP incorporates provisions and clauses as those in effect through Federal Acquisition Circular Nu mber 97-15. The Directorate of Contracting at Fort Bliss, Texas will be issuing a commercial solicitation for the U.S. Army Air Defense School and Center, Strategic Planning and Integration Office for four positions. 1. Congressional Analytical Support for conducting congressional activities which includes support of the Army budget process and annual congressional authorization and appropriations cycle. Develops procedures for keeping Members of Congress informed and tracks legislation of interest to Command Group. Developing a congressional action plan to guide Ft Bliss during the Congressional budget cycle. Direct interface must be made with the G-8, Office of Force Protection and insure that all branch priorities for resources are coordinated and integrated into the HQ DA plans. 2. Support Action Officer will be responsible for the facilitating of meetings and provides researched information. Serves as the data base manager and action officer for the Integrated Campaign Plan. Responsible for the maintenance and update of the Ft Bliss Command Brief. Serves as action officer for numerous projects that are not clearly defined until received (i.e. Army Stationing Plan, AMD Gap Analysis to support Homeland Security, etc.). 3. Publications writer for the Armywide Doctrine and Training Literature Program must develop, coordinates, edit and prepare a variety of doctrinal/technical publications on Air Defense operations, planning, and system employment for air defense, army, and joint component commanders. Perform writing, editing, and research work (in accordance with Army, TRADOC, USAADASCH, and DOTD regulations), particularly as they apply to the operating of units in the field. Attend and assist in preparation of briefings, conferences, and other meetings in area of expertise. 4. Analytical Specialist will provide analytical assistance with the development of strategic concepts and plans in support of the Air Defense Artillery School, Branch, and Ft Bliss. Assist in the development and updating of the plans that includes the DO TML-PF domains. Requirement involves the definition and interpretation of organizational engineering performance requirements. Associated tasks include, but are not limited to an analysis of missions, functions, studies and analysis, impacts of Army tran sformation on the school, branch and installation, strategic initiatives (i.e. Ft Bliss serving as a Post Mobilization Maneuver Training Center, performing BOLC Phase II training, etc.). Instructions to Offerors-Commercial Items;52.212-2-Evaluation-Commercial Items (Evaluation factors being technical capability, past performance {minimum of 2 years, include re sume of proposed individual committed to this requirement}, and price, each being equally considered in the evaluation process);52.213-3 ? Offeror Representation and Certifications-Commercial Items; 52.212-4 ? Contract Terms and Conditions-Commercial Item s; 52.212-5 ? Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items; 52.211-6 ? Brand Name or Equal;52.214-21 ? Descriptive Literature. The following Defense Federal Acquisition Regulations Supplement (DFARS) pro visions and clauses apply to this solicitation: 252.204-7004 ? Required Central Contractor Registration. Copy of provisions and clauses are available on the Internet at http://farsite.hill.ar .mil. Qualifying offers will meet the stated specifications and be accompanied by completed provisions/clauses 52.212-3 ? Offeror Representation and Certifications-Commercial Items. The Government will make multiple contract awards resulting from this so licitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government. Required information and completed offer, to include specifications, resumes and descriptive literature, may be faxed to 915-56 8-9900 or mailed to Directorate of Contracting, ATZC-DOC, Attn: Lauren Van Ens, 2021 Club Rd, Ft Bliss, TX 79916-6812. Offer must be received no later than 3:00 p.m. local time 13 Sep 2002. All responsible sources may submit an offer, which shall be co nsidered by the agency.
