Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, the test program in FAR Subpart 13.5, and FAR Subpart 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is 7TF-02-0009. This solicitation is issued as a request for proposal (RFP), and it incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 1-08. The North American Industry Classification System (NAICS) Code 235310 applies. The size standard is $12M. This requirement is to provide material, installation, testing, and certification of telecommunications and data network cabling for the U. S. Dept. of Justice, Drug Enforcement Administration (DEA), 3838 North Causeway Blvd., Metairie, LA 70022. Work is to be done in two phases, CLIN 0001 Milestone 1 and CLIN 0002 Milestone 2. CLIN 0001 Milestone is subdivided into three sub-CLIN?s: 0001A Computer Network Cable Installation Between 17th and 20th floors; 0001B Data Network A (optional); and 0001C Data Network B (optional). Sub-CLIN?s 0001B and 0001C are optional and may be exercised at the contracting officer?s discretion at any time within 6 months after award of the contract or may be exercised at time of award. Requirements of Milestone 1, CLIN 0001A, Computer Network Cable Installation Between 17th and 20th Floors is as follows: The contractor shall provide material, install, test and certify 1-inch inner duct with 4 strand 62.5/125um multi-mode fiber-optic cable, plenum rated (OFNP), from the 17th floor to the 20th floor with ST or SC connectors (to be determined) on each end of each fiber terminated in 8 Port LIU (Rackmount), to include a 20-foot service coil at each end of the fiber cable placed above the false ceiling and supported above the ceiling grid. Work to be performed under CLIN 0001B Data Network A, if exercised, is as follows: The contractor shall provide material, install, test and certify plenum-rated category 5E Blue cables to each work-cubicle with a two foot service loop above each outlet, Category 5E patch panels, 19? X 7? equipment rack with 3? ladder rack to mount from wall to equipment rack, multiple jacks in single wall outlets and all support items as required. Each cable to the workstations must be labeled as ?A? before the cable number. All ?A? cables will come through the ceiling for termination on 48 port Category 5E patch panel separate from the ?B? cables, which will be terminated on a separate Category 5E patch panel. All cabling installed above the false ceiling must be supported and at least six inches above the ceiling grid. Do not support cables on electrical or fire sprinkler system pipes. Install cabling into racks in the computer room. Label each run and multiple jack location on a running list. Label each cable run and jack location at both ends of the cable with machine printed labels. Contractor shall test and certify that the installed cabling meets Category 5E performance levels in accordance with Telecommunications Industry Association / Electronics Industry Association (TIA/EIA) testing standards. Category 5E test results shall be provided on 3 ?? computer disk for the Local Area Network installation. Work to be performed under CLIN 0001C Data Network B, if exercised, is as follows: The contractor shall provide material, install, test and certify plenum-rated category 5E Blue cables to each work-cubicle with a two foot service loop above each outlet, Category 5E patch panels, 19? X 7? equipment rack with 3? ladder rack to mount from wall to equipment rack, multiple jacks in single wall outlets and all support items as required. Each cable to the workstations must be labeled as ?B? before the cable number. Contractor shall test and certify that the installed cabling meets Category 5E performance levels in accordance with Telecommunications Industry Association / Electronics Industry Association (TIA/EIA) testing standards. Category 5E test results shall be provided on 3 ?? computer disk for the Local Area Network installation. Work to be performed under CLIN 0002 Milestone 2, Telephone Cable Installation, is as follows: The contractor shall provide material and install, test for continuity and polarity to ensure cable runs are free from shunts, opens and grounds, label and certify plenum-rated Category 5E White cable. Installation will include: (1) one category 5E plenum-rated White cable to each work-cubicle with a two-foot service loop above each outlet, installation will include multiple jacks in single outlets, 110 punch down blocks and all required support items; (2) one Plenum-rated 100 pair Category 3 tie cable from the 18th floor to the 20th floor. Terminate on 66 type blocks in the telephone switch room on the 18th floor and in the storage room on the 20th floor. All cable pairs shall be terminated in the switch room and storage room. All cabling installed above the false ceiling must be supported and at least six inches above the ceiling grid. Do not support cables on electrical or fire sprinkler system pipes. The contractor shall label each cable run and jack location at both ends with machine printed labels, in addition to labeling each run and multiple jack location on a running list. All work cubicle telephone cables must be terminated on two RJ11 jacks. One jack will have the B/W & O/W pairs terminated and the second jack will have the G/W & Br/W pairs. Installation shall include telephone cabling for three wall mount outlets and one telephone only outlet to be terminated with two RJ11 Jacks in the Interview room. All work to be performed under this solicitation will be completed in the DEA office during normal working hours from 8:00am to 5:00pm, Monday through Friday, except for Government holidays, or as coordinated and scheduled with the GSA Project Manager/Contracting Officer's Technical Representative (PM/COTR). The contractor shall provide a one-year (12-month) warranty to cover all labor, cable, parts and equipment. The contractor shall be responsible for the proper repair or replacement of any damage done to the facility, equipment, or furnishings during the performance of this contract. The contractor shall be responsible for trash removal, construction cleanup, and parking during performance of the contract. The contractor shall be responsible for compliance with all applicable local authorities, to include parish/city planning, zoning commissions, boards, unions, etc. having jurisdiction at the place of performance. Anticipated start date for CLIN 0001A and CLIN 0002 is Oct 14, 2002, contingent upon space build-out. Period of performance will commence as established by government notice to proceed, and work shall be completed within 5 working days. The period of performance for CLIN 0001B and/or CLIN 0001C will be from date option is exercised for a period of 5 working days, or concurrently with the performance for as CLIN?s 0001A and 0002, if the option(s) is/are exercised at time of award. The Government may witness installation and testing. The GSA PM/COTR and the Client Representative (CR) will accept/reject the deliverables. The contractor shall submit client acceptance of work performed with invoice. Additional invoicing requirements are stated in FAR 52.212-4, par. (g) referenced below. Prior to any meetings with DEA, contractor is required to supply the DEA with a Driver?s license of each person who will be involved with the task. Some work shall be done in secure areas and contractor employees shall require a Government escort in those areas. The contractor must comply with all rules and regulations in effect at the DEA location. The contractor will be required to provide a certificate of insurance and employee access information to the building owner prior to commencement of work. Prior to award the successful offeror must register with ITSS at http://it-solutions/. All services and products provided in response to this solicitation shall comply with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794D). Reference http://www.section508.gov for full text. Prospective offerors are required to attend a site survey to be conducted on Sep 13, 2002 at 3838 North Causeway Blvd., Metairie, LA 70022. During the site visit the vendors will receive a draft blueprint which will include a floor plan of anticipated computer and telephone drops. After the site survey and walk through, the participants will review the Statement of Work (SOW) to ensure a common understanding of the task requirements, and to address specific actions, issues, and recommendations. Attendance at the site survey and ability to meet delivery date are mandatory for consideration for award. Prospective offerors must provide the name(s) of the person(s) representing their company at the site survey to Linda Shannon, 817-978-4075 or email linda.shannon@gsa.gov by Sep 11, 2002. Prospective offerors are encouraged to ask all questions during the site survey. However, any final questions must be submitted by COB Sep 18, 2002 via email only to linda.shannon@gsa.gov. Answers to questions will be provided to all site attendees by COB Sep 24, 2002. FAR 52.212-2, Evaluation -- Commercial Items applies to this acquisition. The following evaluation criteria, listed in descending order of importance, are to be included in paragraph (a) of this provision: (1) past experience, (2) past performance, and (3) price. For past experience, offerors shall provide a one page double-spaced narrative of three projects for an identical or similar task completed within the last five years. For past performance, provide the name, area code and phone number, mailing and email address of the person who can verify the performance on the jobs referenced in past experience. Offerors unable to fully demonstrate they have successfully completed a similar project will not be considered technically acceptable and will not be considered for award. The Government reserves the right to award based on the information provided, without discussions, and may supplement the information you provide with any other information it may obtain from any other source including its own experience with your firm (or subcontractor or teaming partner), and information concerning performance from any other reliable source. Past experience and past performance are significantly more important when compared to price. Offerors should reference paragraph (b) of this provision when pricing options. Proposals should be submitted in sufficient detail to allow for thorough evaluation. Offerors must submit a price for all CLIN?s and sub-CLIN?s, including options. Pricing for each CLIN and sub-CLIN should be presented as follows: Material Cost $_____; Labor Cost $_____; Total $______. A firm-fixed price contract will be awarded for line items 0001A and 0002. Options, if exercised, will be awarded on a firm-fixed price basis at the amounts submitted in the offerors proposal. Options will be funded when exercised. Proposals shall also include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications?commercial Items. The following additional FAR clauses apply to this acquisition: 52.212-1, Instructions to Offerors?Commercial Items (excl. par.
