Description
The General Services Administration announces its intent to issue a Request for Proposal (RFP) for the Design and Modernization for a total of (11) eleven elevators: (7) seven geared freight elevators, (2) two hydraulic passenger elevators, and (2) two hydraulic freight elevators serving the Central Station, Loop Post Office (LPO) at 211 S. Clark Street, Chicago, Illinois, and an Option for Interim Maintenance Service during the construction period. The estimated total cost range for the design and modernization of the elevators is $1,000,000 to $5,000,000. In addition to the Modernization of the elevators, the project includes mechanical, electrical, and fire protection systems improvements. The modernization of the elevators includes new elevator cab finishes, lighting, drives, and controls and state-of-the-art elevator systems with safe, efficient, and modern components, fully compliant with applicable codes, standards and guidelines. The new elevators and associated equipment shall offer innovative technology and features to support energy conservation, reliable system operation and low maintenance. The design and construction services will be based on the Final Investigation Report prepared by TENG & Associates, comments prepared by GSA?s fire and safety protection engineer and GSA?s elevator technical specialist, the RFP, the American?s with Disabilities Act (ADA), the GSA Facilities Standards for the Public Buildings Service, and the ASME A17.1a-2002. Funds are not presently available for the contract. Contract award is contingent upon the availability of appropriated funds. The modernization will include interim maintenance service for existing and renovated elevators and associated equipment from Notice to Proceed (NTP) until all elevators are accepted for beneficial use. The performance period is 600 calendar days from NTP to Final Acceptance (100% project completion). It is to the benefit of the Government to have this project designed and built simultaneously with the JCK elevator renovation project, which is already under construction. The Loop Station Post Office facility has, since its construction in 1975, been a 7-day/week 24-hour/day operation. There are approximately 300-350 employees working in the facility between the hours of 5:00 am and 11:30 pm. The customer lobby is currently open from 7am to 6pm. The post office box lobby is open 24/7. The facility consists of five levels, three main levels and two mezzanine levels. The selection of the contractor shall be based on the following: 1) qualifications criteria which offerors must address in written format, specifically addressing each individual qualification criteria. The criteria will be evaluated on a ?Go/No-Go? basis, 2) price. Price will be the determining factor upon which selection for award will be made. Each offeror?s price will be the only factor upon which proposals are compared to each other and price will be the sole basis for the final decision. The offeror with the lowest price will be awarded the contract. The Government reserves the right to conduct negotiations if later determined by the Contracting Officer to be necessary. Evaluation Factors ? on a Go/No Go bases: (1) The offeror must provide a statement from their bonding corporate surety that appears on the list contained in the department of treasure circular 570 entitled, ?companies holding certificates of authority as acceptable sureties on federal bonds and acceptable reinsuring companies,? as certifying their bonding capability for the approximated maximum amount in the estimated construction range of $5,000,000.00. (2) The offeror must demonstrate that it has the financial capability and resources to undertake this project and be able to obtain the required performance and payment bonds or bank letters of credit or guarantee. Each offeror must provide the name of a bank or other lending institution, which the offeror intends to use in order to finance this project and provide credit references. (3) The offeror must demonstrate that it has been in the design and construction business of similar projects for at least ten (10) years prior to the date of this announcement. 4) Price analysis. Price analysis will be done to determine whether prices are reasonable and also to determine the offeror?s understanding of the work and ability to perform the contract. The Government plans to award a Firm, Fixed-Price contract to the responsible offeror with the lowest price. The anticipated solicitation release date is October 10, 2002. Offerors having the capability to perform services described in this announcement are invited to request copies of the solicitation form Ms. Leafie Clark, at (312) 353-5897, GSA, PBS, Property Development Division (5PC), 230 S. Dearborn Street, Room 3512, Chicago, IL 60604. In order to receive a copy of the solicitation each offeror must call Ms. Leafie Clark and request a Document Security form. The Document Security form must be completely filled out with the original signature and returned to Ms. Clark at the above address. If the Document Security form is not completely filled out your request to receive the plans and specification for this project will be denied. The anticipated date for receipt of proposals in response to the RFP is November 12, 2002 at 4:00 p.m., Chicago time. At this time, a pre-proposal conference has not been scheduled.
