- Description
- The National Science Foundation intends to negotiate with CollabWorx, Inc. on a sole source basis for the purchase of their LecCorder, which provides an integrated, turnkey system for capturing audio/video and slides from lectures and publishing them on a web server. Audio/video and slides or web pages must be synchronized according to use of these materials by the lecturer. Archived lectures must be viewable by Netscape 4.x or higher or IE 5.5 or higher on Windows, Macintosh, or Unix (including Linux) workstations. Published audio/video formats must adhere to open standards and include no proprietary features. Preferably no browser plug-ins other than Java should be used. Video should be provided in both high-quality MPEG1 digital video format as well as an internet-quality (H263 format) format for lower resolution delivery. This notice is issued in accordance with FAR Part 13.106-1. Hence, this is not a request for competitive proposals. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals to Mr. Jeff S. Leithead, 4201 Wilson Blvd., Room 475, Arlington, VA 22230. The Government will consider all responses received by Tuesday September 17, 2002. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
