- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number, N00259-02-T-0110 is issued for reference purposes only. Clin 0001: Non-personal service contract for a Research Assistant for the period 15 Sep 2002 to 14 Sep 2003. Qty: 1920 ; Unit of issue: Hours. The duties to be performed shall be in accordance with the statement of work. The statement of work reads: STATEMENT OF WORK, Research Assistant: 1. SCOPE OF CONTRACT: a. The work to be performed is located in the Branch Medical Clinic, Naval Training Center and Naval Medical Center, San Diego. The contractor is a Research Assistant who provides research assistant services. The incumbent will assist in research to investigate the effect of refractive eye surgery on the quality of vision in humans. The incumbent will be required to coordinate studies, conduct and assist in testing and evaluation of human subjects, compile results from the testing into appropriate databases, and participate in the analysis of the data. 2. DUTY HOURS: a. The contractor shall be available for duty at the Naval Medical Center, San Diego or the Branch Medical Clinic, NTC from 0730-1630 (this includes a one-hour lunch), Monday through Friday. The contractor shall agree to extend these hours, as necessary, to ensure experiments are completed or deadlines met. The contractor shall be compensated for these extended hours with compensatory time off at a latter date to be mutually agreed upon. The contractor shall arrive for each scheduled shift in a well-rested condition and shall have had at least six hours of rest from all other duties immediately prior to reporting for the shift. 3. DUTIES: Assist in the evaluation of pre and postoperative subject questionnaires, maintaining a computerized database of questionnaire responses. Responsible for maintaining master copies of current questionnaires and helping ensure proper administration to subjects. Assist in testing human or animal subjects in research studies investigating the safety and efficacy of refractive surgery. Assist with general data entry of subject records into a computerized database. If contractor has programming ability, assist with design and implementation of a questionnaire scanning and automatic data entry system. Assist with data analysis, including use of descriptive and analytical statistics. Assist in the preparation of tables and graphs for manuscripts and presentations. Assist with library searches for relevant scientific literature. Must be able to travel at least four times a year. 4. REQUIREMENTS: B.A./B.S. degree with relevant research and computer experience. Ability to communicate orally and in writing using grammatically correct English. Proficiency with computers and software for word processing, spreadsheets, and database management, such as Microsoft Office (Word, Excel, Access). A basic working knowledge of database and introductory statistics is preferred. Three letters of recommendation, at least one of which must attest to experience with research projects and library skills. Desirable, but not required: computer programming experience with ability to assist in automating research data entry. The contractor shall comply with the medical staff rules, regulations and by-laws related to clinical practice and research as promulgated by the Medical Treatment Facility Commander and the nationwide standards of practice of ophthalmology specialty. The contractor will be neat, clean, well groomed, and in appropriate clothing when in-patient care areas. Hair shall be neatly trimmed and combed. The contractor shall display an identification badge on the right breast of his or her outer clothing, which includes the contractor?s full name and professional status. The contractor shall become acquainted with and obey all station regulations, shall perform in a manner to preclude the waste of utilities, and shall not use Government telephones for personal business. All motor vehicles operated on the installation by the contractor shall be registered with the base security service according to applicable directives. Eating and smoking by the contractor are prohibited in patient care areas and are restricted to designated areas. The contractor is not prohibited, by reason of his or her performance under this contract, from outside employment so long as there is no conflict with the performance of services under this contract. The contractor shall make no use of any Government facilities or other Government property in connection with outside employment. Alll financial, statistical, personnel, and technical data which is furnished or otherwise available to the contractor during the performance of this contract are considered confidential business information and shall not be used for purposed other than performance of work under this contract nor be released by the contractor without prior written consent of the Director of the Navy Refractive Surgery Center NMCSD. Any presentation of any statistical or analytical materials, or any reports based on information obtained from studies covered by this, will be subject to review and approval by the Director before publication or dissemination. The Secretary of the Navy has determined that the illegal possession or use of drugs and paraphernalia in a military setting contributes directly to military drug abuse and undermines command efforts to eliminate drug abuse among military personnel. The policy of the Department of the Navy (including the Marine Corps) is to deter and detect drug offenses on military installations. Measures taken to identify drug offenses on military installations and to prevent introduction of illegal drugs and paraphernalia include routine random inspection of personal possessions on entry or exit. If there is probable cause to believe that the contractor has been engaged in use, possession, or trafficking of drugs, the contractor may be detained for a limited period of time until he or she can be removed from the installation or turned over to the local law enforcement personnel having jurisdiction. When illegal drugs are discovered in the course of an inspection or search of a vehicle operated by a contractor, the contractor and vehicle may be detained for a reasonable period of time necessary to surrender the individual and vehicle to appropriate civil law enforcement personnel. Action may be taken to suspend working privileges as well as installation driving privileges. Implicit with the acceptance of this contract is the agreement by the contractor to comply with all Federal and State laws as well as regulations issued by the commander of the military installation concerning illegal drugs and paraphernalia. The contractor must be able to read, write, speak, and understand the English language fluently. 5. ABSENCES AND LEAVE: The contractor will not be paid for any hours not worked including any vacation and sick leave. If the health care worker is absent for three or more consecutive days due to illness, he or she may be required by the Commanding Officer to provide written documentation from a qualified health care provider that he or she is free from communicable disease and the cause of the health care worker?s current illness. The Government reserves the right to examine and / or re-examine any health care worker who meets this criteria. Your services shall not be required on the following federally established holidays: New Year?s Day, Martin Luther King?s Birthday, President?s Day, Memorial Day, Independence Day, Labor Day, Columbus day, Veteran?s day, Thanksgiving Day, and Christmas Day. Prior to Contract Award, the government reserves the right to review the resumes of contractor employees performing under the contract solely for the purpose of ascertaining their qualifications relative to the personnel qualifications terms of the contract. Accordingly, the contractor shall furnish such resumes and all professional requirements as stated in the Statement of Work ( SOW) to the Purchasing Agent along with their quotes.
