Description
This is a combined synopsis/solicitation for a commercial item identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: offers are being requested and a written solicitation will not be issued. This solicitation number RFQ11002 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-07. This procurement shall be solicited under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System Code (NAICS) code is 33911. The USDA, Agricultural Research Service, National Animal Disease Center has a requirement to procure a High Performance Liquid Chromatography System (Amersham Biosciences Product No. 13396201, Model (S)AKTA-FPLC W/FRAC950&CONT. or EQUAL). The item you are offering must meet or exceed the following salient characteristics: Requirements for FPLC ? System must include computer to run machine and all necessary software. ? The system must be expandable and flexible. ? The system must allow for simultaneous running and methods programming. ? Must be able to be used with purification of MHC tetramers. ? Must be able to have computer in different room than machine. ? FPLC must be networked via Ethernet. ? FPLC must be compact (no greater than 40X50X50 cm (WXDXH). ? FPLC must be combatable with size exclusion and ion exchange chromatography columns. ? FPLC must have fittings compatible with hiprep 26/60 sephacryl s300 and monoQ HR 5/5 columns used for tetramer isolation. ? Pumps, UV and conductivity monitors must be useable btw 4-40 degrees C. ? Installation and on site training must be supplied at no additional charge. ? FPLC must not have check valves in the pumping system. (Commonly fail with buffers and biological samples) ? Software and machine must come with technique specific templates (saves user time) ? Methods must allow for volume based programming, not just timed control. ? Software must be accessible from other computers for networking. ? Flow path must be inert to halide salts such as calcium chloride. ? System must include automated fraction collector that minimizes sample loss. ? Fraction collector must collect by peak switching and time modes. ? Fraction collector must shut off pump when out of tubes (or plates). ? Multiple users must be able to log into their own methods and method configuration. ? Multiple users must not automatically change the working system of other users. ? Must have a search system to find a file by name. ? Must be able to turn the recorder on at the touch of a button to record outside of the automated programmed parameters. ? Data must be exportable to Microsoft office and Word perfect for publication purposes. ? Initial and continuous parameter settings must be recorded for the duration of the run. ? Audible and visible over/under pressure shut off must be included for column protection ? Methods must be modifiable without overwriting the template or original method. ? Data must be super imposable?in real time. ? System must allow for future addition of FPLC(s) without purchase of new software or licenses. ? Must have flow rate capabilities of 50 ul / min to 20 mL / min. ? Operational pH range must be from 0-14 ? Must allow for wavelength selection (or filter selection) (ie 254,280. . .) ? Must have a 3 position valve (load, inject and wash). ? Must have 2 motorized column selection valves to accommodate up to 8 pathways (columns and or bypasses).(Pneumatic control is NOT allowed) ? Must have a two pump gradient system for precise shallow gradients. ? Column Equilibration must be monitored before and after sample injection with a feedback control. ? Must have 7 input signals. ? Must have a flow through conductivity monitor to allow for auto ranging between two buffers with different ionic strengths. ? Technical phone support must be available. ? This solicitation incorporates the following FAR clauses, provisions and addendums: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certification-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragaaraph (b) of 52.212-5, the following apply: 52.203-6, 52.225-1 and 52.225-13. All offerors must include copies of 52.212-3 (Representations and Certifications). Faxed quotations are acceptable to Donna Haws at fax number 515/663-7482 on or before September 23, 2002. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offeror?s equipment. Offerors shall identify where the offered item meets or does not meet each of the Government?s functional and performance minimum specifications listed herein. Offeror shall include references of three (3) firms for which similar equipment was provided. The anticipated award date is September 27, 2002. OFFERS FROM SMALL BUSINESSES WILL BE GIVEN FIRST CONSIDERATION IN COMPLIANCE WITH THE ?SMALL-BUSINESS SET-ASIDE REQUIREMENT.
