- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on R M L RFQ-2039. Receipt of quotations will be due ten days (10) after the publication date of this combined synopsis/solicitation. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09 dated 08/30/02. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Small Business Set-Aside. The associated North American Industry Classification System Code (NAICS) for this procurement is 339999 and the size standard is 500. SCHEDULE: The Rocky Mountain Laboratory has a requirement for primate housing. FOB Point shall be Destination, Hamilton, MT. Inside delivery shall be 30-90 days after receipt of order (ARO). Delivery location is Rocky Mountain Laboratories, 903 South 4th Street, Hamilton, MT. It is mandatory that the Primate Housing purchased have the following features: A)- Type-Group I/II - Estimated Quantity -10 each-3.2 sq ft/cage. 1)-Unit Configuration -Wheeled Rack; 2 cages over 2 cages. 2)-Style-Stainless steel with 1/2 solid sides and full solid back panel. 3)-Inside Compartment- 26in w x 20in d x 30in h. 4)-Framing - 1in x 1in 304 Stainless Steel square tube. 5)-Wire Panels- 1/2in x 1/2in x 1/16in 304 Stainless Steel. 6)-Front Panel- Stainless Steel including horizontal sliding doors and Stainless Steel rotating double feed bowl holder for ~6 oz Stainless Steel bowls (8 bowls included per rack unit). 7)-Center Panel -Removable pullout panels, 2 plain solid Stainless Steel panels included per rack unit. 8)Squeeze Back- Stainless Steel 1/2in x 1/2in x 1/16in wire mesh on 3/8in round rod frame; single-handed pull, pull rods serve as perch for occupants. 9)-Standard Floor- 1/2in x 1/2in x 1/16in woven, locked crimped, fixed rod or angle frame, bolted into cage compartment. 10)Finish- All Stainless Steel, Mill Finish, all welds cleaned and deburred. 11)Standard Casters- 5in x 1in x 1/4in poly-loc stem mounted swivel casters including brakes on the front two wheels. 12)Excreta Pan-Estimated Quantity- 40 each Flat Stainless Steel, Non-draining Excreta pan to fit this caging configurational size. 13)Water Bottle/Holder- Estimated Quantity -40 each Water bottle holder and bottle, 16oz, Macrolon, 5/16in. B)- Type- Group III/IV- Estimated Quantity- 10 each 6.02 sq ft/cage. 1)Unit Configuration- Wheeled Rack; 1 cage over 1 cage, all Stainless Steel. 2)Style- Stainless steel panels with 1/2 solid sides and full solid back panel. 3)Inside Compartment- 29in w x 30in d x 32in h. 4)Framing- 1in x 1in x 18in gauge 304 Stainless Steel square tubing. 5)Wire Panels- 1in x 1in x 1/8in 304 Stainless Steel, woven locked crimped mesh welded into a rod frame. 6)Front Panel- Stainless Steel including a swing door with integrated guillotine door, primate feeder mounting plate unit. 7)Squeeze Back- Stainless Steel single handle pull squeeze panel and pull rods also serve as interior perch rods. 8)Standard Floor-12 ga x 1/2in wide flat bars on 1 1/4in centers overlaying a 3/8in dia. perimeter rod frame fastened into cage compartment. 9)Finish- Satin, all Stainless Steel, all welds cleaned and deburred. 10)Standard Casters- 5in x 2in plate type, heavy duty Stainless Steel swivel casters, with brakes. 11)Excreta Pan Estimated Quantity- 20 each Flat Stainless Steel, Non-draining Excreta pan to fit this caging configurational size. 12)Water Bottle/Holder- Estimated Quantity- 20 each. Water bottle holder and bottle, 32 oz, Macrolon, 5/16in. 13) Primate Feeder Estimated Quantity- 20 each. Small to fit door holder on 6.02 sq ft primate caging. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors - Commercial; Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications - Commercial Items. FAR 52.212-2 Evaluation - Commercial Items; RFQ will be evaluated on the following criteria. The government intends to make an award based on: (1) Price. (2) Delivery (Warranty information to include period of coverage shall be stated). (3) The Government technical specifications requested in A) 1-13 and B) 1-13 above. FAR 52-212-4 Contract Terms and Conditions - Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items applies to this acquisition. Offers may be mailed or faxed to the POC indicated above (Fax - 406-363-9288). Offers must be submitted not later than 4:30 PM (MDT), 09/18/2002. Copies of the above-referenced clauses are available upon request, either by telephone or fax. All responsible sources may submit an offer that will be considered by this Agency.
