Description
DESC: The Defense Energy Support Center (DESC), in conjunction with the Office of the Navy plans to offer the privatization of various existing applicable Electric, Natural Gas, Water, and Wastewater utility systems located at Panama City and Corona Divisions. Privatization is defined as the transfer or ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, firm(s) will be selected to assume ownership of the above mentioned utility systems. The successful firm(s) will be required to purchase the existing system from the Government and may be required to provide expansions to the systems to meet future needs of the Government. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate, the utility system(s). The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of-Way (ROW) as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. The Contractor(s) proposals and plans may become a part of the contract upon the decision to award. Past Performance information from potential Offerors shall be submitted as directed in the RFP. No Offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility Systems being privatized are described as follows: Installation: Naval Surface Warfare Center, Costal Systems Station Panama City (CSS Panama City). Location: The CSS Panama City is located in Panama City Beach, FL. Installation Description: There are approximately 151 buildings consisting of 750,000 SF. There is a lease agreement for 23 acres of leased land. The lease expires 11 Nov 2035 there is also an additional 192 acres of fee-owned land. Utility systems to be privatized: a. Electrical Distribution System: There are approximately 3.0 miles of overhead primary transmission lines and 4.06 miles of underground distribution lines; Substations: 7 each; Transformers: 25 each. Electrical service is provided to CSS Panama City by Gulf Power via three separate service points that provide power to the Installation. All three-service points carry 12,740 volts as the primary service for distribution throughout the Installation. Average Monthly consumption based on year 2,000 data is 2,837,121 KWH. b. Water Distribution System: Note: There is no treatment plant. There are approximately 79,460 Linear Feet of mains and laterals. The water distribution system includes service connections; storage tank (200,000-gallon elevated storage tank); service piping; and fire hydrants: 77 each; as well as other associated miscellaneous equipment. Potable water consumed at the Installation is purchased from the Panama City Beach Public Utility Company. c. Wastewater Collection System: Note: There is no wastewater treatment plant. The wastewater collection system consists of approximately 10.69 miles of gravity sewers and force mains serving the Installation; Pump Stations: 9 each (each rated at a capacity of 500 GPM). The wastewater is treated by the City of Panama City Beach. Some of the wastewater is discharged into sedimentation ponds which the Navy reserves the right to operate these discharge systems for environmental reasons. Installation: Naval Surface Warfare Center Corona Division (NSWC Corona). Location: NSWC E is located in Norco, CA. Installation Description: There are approximately 67 Buildings (525,000 SF). There is a lease agreement for 80 acres that expires 31 Mar 2037. Utility systems to be privatized: a. Electrical Distribution System: There are approximately 2 miles of overhead primary distribution lines and 2.48 miles of underground distribution; transformers: (15 each). The Main Substation on the Installation is owned by Southern California Edison (SCE). The electrical commodity is supplied to the Installation by SCE. Average Monthly consumption based on year 2,000 data is 768,047 KWH. b. Natural Gas Distribution System: The gas distribution piping consists of 19,877 Linear Feet (15% is plastic piping and 85% is carbon steel); Meters 15 each; Building Regulators (17 each). The natural gas commodity is supplied by Southern California Gas. c. Water Distribution System: Note: There is no treatment plant. The water distribution system consists of 18,630 Linear Fee (System pressure approximately 120 psi). The system also includes service connections; service piping and fire hydrants (27 each) as well as other associated miscellaneous equipment. The water is supplied to the Installation by the State of California?s Department of Correction. d. Waste Water Collection System: Note: There is no wastewater treatment plant. The wastewater collection system consists of 3.9 miles of gravity sewers and force mains serving the Installation (consists of a mix of vitrified clay, cast iron, and PVC). There is also a pump station: 1 each. The wastewater is pumped off the Installation to the Department of Corrections Facility owned by the State of California. This requirement is unrestricted. All responsible sources may submit an offer, which shall be considered. Large businesses are required to submit a subcontracting plan with their offer.
