Description
The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Beckman Coulter in Fullerton, California to furnish, deliver and install a new Optima LE-80K Preparative Ultracentrifuge System and Accessories at the USDA, ARS, NAA, J. M. Human Nutrition Research Center on Aging (HNRCA) at Tufts University, 711 Washington Street, Boston, MA 02111-1524. The USDA, ARS, HNRCA has determined that the Beckman Coulter Ultracentrifuge will be used in conjunction with existing Beckman Coulter Ultracentrifuge systems at the ARS facility and at Tufts University and the system's rotors must be interchangeable with other Beckman rotors. This requirement includes a trade-in of an 1985 Beckman Ultracentrifuge model L*-70M. The new Ultracentrifuge system includes the following: a) air-cooled drive for 200-250volt/50/60Hz/UL/CSA) operation; b) provides speed to 80,000 rpm and forces to 602,000 x g.; c) Sample Imbalance Tolerance up to 10% of volume in opposite tubes; d) Drive cooling-Air cooled; e) Refrigeration system-Thermoelectric; f) Set Temperature Range: 0 degrees to 40 degrees Celsius in 1 (one) degree increments; g) Temperature Control: +/- 1 (one) degree Celsius of set; h) Ambient Operating Range: 15 degrees to 40 degrees Celsius; i) 9-user programs with delayed start capability; j) acceleration/Deceleration rates-2 acceleration/3 deceleration; k) Moisture-purging vacuum system; l) Heat utput - 1.00KW/h (3,400BTU/h); m) Sound level 3 ft. (0.9m) away-57dBa; n) The system must meet all CE marking, IMEC as certified by NSAI, UL and CSA standards and regulations. The system must be manufactured in an ISO-9001 registered facility. PACKING AND SHIPPING: The Contractor shall be responsible for shipping the materials and equipment. The Contractor shall pack each item for shipment in a new container in such a manner that will ensure acceptance by common carrier and safe delivery at the destination. Containers and closures shall comply with the Interstate Commerce Regulation, Uniform Freight Classification Rules, or regulation of other carriers as applicable to the mode of transportation. The items to be furnished hereunder shall be labeled with the purchase order number and delivered, all transportation charges paid by the Contractor. DELIVERY: The Contractor shall furnish and deliver (F.O.B. Destination, Within Consignee's Premises) the equipment and documentation to the USDA, ARS, NAA, HNRCA, 711 Washington Street, Boston, MA 02111, within sixty (60) days after receipt of the purchase order. Delivery shall be between the hours of 8:00 a.m. to 3:00 p.m., Monday through Friday, excl. Federal holidays. INSTALLATION: Installation shall be coordinated by the Contractor with the COR at least one (1) week prior to delivery. The Contractor shall perform and complete installation and start-up within two (2) weeks after delivery at no additional cost. TRAINING: The Contractor shall provide a minimum of 3 days on-site training for a maximum of 10 individuals, and include all pertinent training materials. The date and time shall be coordinated by the Contractor with the COR (to be named at time of award) at least 1 week prior to delivery. Training shall be completed within 2 weeks after delivery at no additional cost. WARRANTY: A one-year parts and labor warranty on the equipment is required, drive warranty is ten (10) years, and a standard commercial warranty shall be provided with the software. The Contractor shall provide a copy of the warranty for each item with their offer. The Contractor shall also provide a copy of any extended service contracts including pricing that are available. DOCUMENTATION: The Contractor shall provide one (1) copy of each of the user manuals and instructions upon delivery and installation of the equipment. The manuals and instructions include: equipment, repair, maintenance, software, manuals, lubrication and service instructions, operating instructions. DESCRIPTIVE LITERATURE: The Contractor shall provide one (1) copy of descriptive literature which details that the product offered meets or exceed the above listed specifications. SECTION 508 ACCESSIBILITY COMPLIANCE: All Electronic and Information Technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.access-board.gov/sec508/508standards.htm - PART 1194. The Government has determined that Section 508 of the Rehabilitation Act of 1973, as amended, standards 1194.21, 1194.22 and 1194.25 applies to the above system. The Contractor must note in the schedule whether each product or service is compliant or noncompliant with the accessibility standards at 36 CFR 1194. For each item that is identified as compliant the Contractor shall provide evidence or verification of compliance. The proposal must indicate where full details of compliance can be found (e.g schedule attachment, vendor's website or other readily available location (specify). Contractor's with the demonstrated capability and financial capacity to provide these items must submit a written substantive statement outlining the Company's capabilities, provide the required information and provide itemized pricing. The Contractor is responsible for monitoring the FBO website at http://www.fedbizopps.gov for information relating to this requirement. Offerors will be responsible for downloading their own copy of these documents (if any). Contractors are required to acknowledge receipt of all Amendments (if any). If no affirmative responses are received with 5 days of publication of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Beckman Coulter under the authority of FAR 6.302.
