Description
The National Oceanic & Atmospheric Administration (NOAA)National Marine Fisheries Service (NMFS), Office of Protected Resources intends to negotiation on a non-competitive basis with the Florida Institute of Oceanography (FIO), a unit of the State of Florida Department of Education, Division of Colleges and Universities for logistics support and research vessel facilities to the Eastern Caribbean States Project. NOAA and the US Agency for International Development (USAID), in an effort to assist countries in the region, have developed an Interagency Agreement with the objective of promoting long-term sustainable use and conservation of marine resources in the Eastern Caribbean States (ECS) of Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, St. Lucia, and St. Vincent and the Grenadines. The Research Vessel Suncoaster will serve as the platform for an assessment cruise to conduct on-site basic biological assessments of priority ECS coral reef fisheries reserves. General assessment of priority sites will be conducted by review of existing data identified by the OECS member countries. Additional focused in situ assessments of benthic habitats, coral reef fish assemblages and ocean circulation patterns will be conducted with an international team of scientists. The team will be composed of US experts who have significant experience in conducting similar assessment of coral reef marine protected areas, who will be joined by ECS scientists. Award will be made under the Simplified Acquisition procedures. All sources capable of satisfying this requirement are invited to submit proposal information as to their capabilities and any other pertinent data to the address listed by September 19, 2002.
