Description
The USDOC, NOAA, Office of Global Programs intends to negotiate on a non-competitive basis with the National Center for Atmospheric Research to develop an information dissemination network by integrating various broadcasting technologies, such as analogue radio, wireless telecommunication system, TV satellites, Internet and RANET. The agencies which provide the content for broadcasting, including the Chinese Meteorological Administration, the Ministries of Agriculture, Water Resources, Health, Education, Environmental Protection and Civil Affairs and the broadcast media agencies, the ChinaSat and the Ministry of Broadcasting and Television, which control satellite data channels, must work together to surmount various technical as well as legal constraints. To develop the RANET-china smoothly, efficiently and quickly under current regulations, the following work plan is proposed: (a) Create an advisory group: An advisory group, led by the CMA, will be formed with representatives from different government agencies to direct the project. (b) Develop a RANET-China working group: A working group will be organized with technical personnel from the CMA. (c) Develop a prototype RANET model: A RANET prototype will be developed based on the RANET-Africa model. It will contain climate and weather information at first. This prototype will be used to demonstrate to the ideas, technology and potential usages of RANET to local and central government agencies. (d) Convene a mid-course correction workshop: Invite experts, take stock of strengths and weaknesses in the way the project was developing. Supports within China are expected for the workshop. The proposed work will lay the foundation for the development of a climate and weather information dissemination network in China by the integration of various broadcasting technologies. This information has a broad-spectrum of applications, and will be used to provide real-time information to rural communities on health, agriculture, education and other weather and climate-related activities. Award will be process under the Simplified Acquisition Procedures. All offerors capable of satisfying this requirement are invited to submit proposal information as to their capabilities by the required due date, September 19, 2002.
