Description
The NOAA/National Marine Fisheries Service (NMFS), Office of Protected Resources intends to negotiation on a non-completive basis with ICF Information Technologies, Inc. to develop a web from end software for the Marine Mammal Authorization Program (MMAP). The program will support integrating state and federal import of data of commercial fishermen in Category I and II.fisheries. The Marine Mammal protection Act (MMPA) 118 requires NMFS to publish in the Federal Register a list of commercial fisheries and a statement describing the marine mammal stocks interacting with and the approximate number of vessels or persons actively involved in each commercial fishery. Authorizations are granted to each person engaged in fishing in a category I and II fishery and must be obtained on a yearly basis. The MPA also requires that such information shall be in a readily usable format that can be efficiently entered into and utilized by an automated or computerized data processing system. NMFS' current MMAP application is a web-based IIS application using ASP technology. This application assists NMFS in tracking and registering commercial fishermen on a yearly basis. The project timeline is anticipated for one year to develop, install, and test the web front end. The anticipated performance period is one year. Award will be processed under the Simplified Acquisition Procedure. All offerors capable of satisfying this requirement are invited to submit proposal information as to their capabilities by the required due date, September 19, 2002.
