Description
The NOAA, National Marine Fisheries Service, Office of Protected Resources intends to negotiated on a non-competitive basis with the Marine Acoustics, Inc. NMFS requires an Acoustic Propagation Verification for a personal computer that is self contained in terms of the parameters that are need to make and display estimates. Marine Acoustics, Inc. has recently developed an Acoustic Integration model that estimates "takes" of marine mammals from acoustic sources. The AIM model was the primary means of estimating takes in Environmental Impact Statements for the North Pacific Acoustics Laboratory at Scripps Institution of Oceanography, and the Navy's Low Frequency Active Sonar. The AIM model amalgamates sound source characters, local environmental factors, animal population sizes, and the dive behavior of individuals as a function of range and depth, and can render this in either graphic or tabular form. The calculations of safety zones is based on acoustic propagation loss which can be quite complex, depending on the environment and the kind of sound source used. Errors in calculating safety zones can lead to large errors in estimating take levels. The APV will include the governing user interface, graphics program, acoustic model, and all necessary supporting databases. The APV will be made available as a PC based application intended only for NMFS headquarters. It will have a single site license for a maximum of six workstations for a period of three years. The contractor will provide training in the use of the APV only to NMFS headquarters personnel. Award will be made under the Simplified Acquisition procedures. All sources capable of satisfying this requirement are invited to submit proposal information as to their capabilities and any other pertinent data to the address listed by September 19, 2002.
