- THE U.S. DEPARTMENT OF ENERGY, NATIONAL ENERGY TECHNOLOGY LABORATORY (NETL) IS PUBLISHING THIS SYNOPSIS/SOLICITATION IN ACCORDANCE WITH FAR 5.203, FAR 12.603 AND FAR 13.105. THE NETL IS POSTING THIS COMBINATION SYNOPSIS/SOLICITATION FOR THE PURCHASE OF A THERMOSTAR MASS SPECTROMETER FROM THE MANUFACTURER, PFEIFFER VACUUM. ONLY THE THERMOSTAR MASS SPECTROMETER WILL SATISFY THE GOVERNMENT'S REQUIREMENT FOR THE FOLLOWING REASONS: 1. THE THERMOSTAR MASS SPECTROMETER IS AN INTEGRAL PART OF NUMEROUS EXPERIMENTS, PROJECTS AND SYSTEMS CURRENTLY BEING CONDUCTED AT NETL, EACH OF WHICH IS VALUED BETWEEN $100,000.00 AND $200,000.00. THESE EXPERIMENTS AND PROJECTS CANNOT OPERATE WITHOUT THE THERMOSTAR MASS SPECTROMETER. 2. COMPONENTS OF THE THERMOSTAR MASS SPECTROMETER ARE INTERCHANGEABLE WITH EQUIPMENT CURRENTLY LOCATED AT THE NETL. WHEN EXISTING EQUIPMENT IS DOWN FOR REPAIRS, REPAIRS ARE DONE QUICKLY AND MORE EFFICIENTLY WHEN PARTS CAN BE EXCHANGED, THUS CAUSING LESS DOWN TIME FOR THE MOST CRITICAL EXPERIMENTS AND PROJECTS CURRENTLY UNDERWAY. THERMOSTAR HAS BECOME THE NETL DEFACTO SITE STANDARD.
