Description
This is a combined synopsis/solicitation for commercial items or services in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation No. (RFQ) R-4013-00-2-00. The Food and Drug Administration is soliciting for the following equipment: (1) Wyse Winterm 3360SE Modular Windows-based terminal, (2) Viewsonic VE150-15? active-matrix LCD monitor (3) Intermec Scanplus 1800CCD Barcode Scanner kit with PS/2 interface. The Jefferson Laboratories, Pathology Services, intends to purchase a Paperless reduction data collection system. Description of the system: The equipment needed to bring NCTR?s paperless data collection project in conjunction with the GIPRA Act. Terminal specifications must meet the following: Must support RDP and ICA Protocols, include VESA monitor support, two serial ports, one parallel port and must have MS Windows CE operation system. The Monitor must be 15? diagonal or larger and must be a flat screen LCD type. The Scanner must have the capability of scanning from 0-10 cm and able to use CCD scanner engine. APPLICABILITY OF FAR PROVISIONS: the following Federal Acquisition Regulation (FAR) provisions and clauses apply to this solicitation and are incorporated by references. 52.203-6 Restrictions on Subcontractor Sales to the Government with Alternate I (41 U.S.C. 253g and 10 U.S.C. 2402). 52.212-1 Instructions to Offerors . Cooperation with Authorities and Remedies (E.O. 13126). 52.222-21 Prohibition of Segregated Facilities (FEB 1999). 52.222-26 Equal Opportunity (E.O. 11246) (APR 2002). 52.222-35 Affirmative Actions for Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212). 52.222-36 Affirmative Action for Workers with Disabilities (29 U.S.C. 793). 52.222-37 Employment Reports on Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (U.S.C. 4212). 52.225-1 Buy American Act . Balance of Payments Program . Supplies. 52.232-18 Availability of Funds. 52.232-34 Payment by Electronic Funds Transfer . Other than Central Contractor Registration (31 U.S.C. 3332). 52.233-3 Protest after Award (31 U.S.C. 3553). It is the government intent to negotiate on a sole-source basic with BIO-RAD, Life Science Group, Hercules, CA. Offers are due on or before September 23, 2002, 3:00 p.m. local prevailing time in Jefferson, Arkansas. An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to finish required representations and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration. Award will be issued to the offeror that provides the best value to the government and whose proposed equipment meets all specifications as referenced above.
