- Description
- The National Institute of Neurological Disorders and Stroke (NINDS), Laryngeal and Speech Section (LSS), Motor Control Division (MCD) plans to procure an Articulograph AG200 from Carstens Medizinelektronik GmbH, Nelkenweg 8, D37120, Lenglern, Germany. The supplies are commercial and are being procured in accordance with simplified procedures authorized in FAR Part 13 The North American Industry Classification System code is 421450 and the business size standard is 100 employees. The proposed purchase, the articulograph AG200, is the only noninvasive device that is suitable for measuring the movement coordination of all the speech articulators. The articulograph uses three or six transmitters that produce a weak alternating magnetic field. The magnetic field induces an alternating current in sensors that are affixed to the major speech articulators (tongue, jaw and lips), allowing one to obtain the distances of each sensor from the transmitters. The spatial co-ordinates of the sensors as well as their angles are concurrently measured, stored and displayed in real time. The proposed item has 8 channels, which allow for highly accurate spatial (?0.01 mm) and temporal tracking of four or more motion points on the tongue and single motion points on the upper lip, lower lip, and jaw along with one reference point. Based on these configurations, this device meets the requirements of our project since all the relevant two (and potentially three dimensional) movement and acoustic information related to normal or deviant speech articulation can be obtained simultaneously. The Articulograph AG200 will replace an outdated and discontinued articulograph system that was purchased by NIH in 1988. The configuration of the older device is not suitable for current research. Carstens Medizinelektronik is the only source known to the NINDS that can provide the aforementioned instrument. This is not a request for competitive quotations. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow NINDS to determine if it can meet the above minimum specifications described herein. Capability statements must be received in the Contracting Office by 1:00 PM EDT (local Washington D.C. time) on September 16, 2002.
