Description
The National Cancer Institute (NCI), Cancer Information Service Program plans to enter into a sole source contract with Marion Morra, Milford, CT. This procurement will provide cancer communication expertise and support to International CIS activities, projects, and relationships. In particular, work to advance the development of an effort begun at the recent International Cancer Information Service (ICISG) meetings held in July 2002 in Oslo. This project requires the building of relationships necessary to intermesh the ICISG mandate and its future directions with the new strategic directions of the International Union Against Cancer (UICC) thereby creating a more formal working relationship between the two organizations. In addition, work in the planning of the 4th UICC Global Conference to assure a primary role for the ICISG. The Cancer Information Service is a national resource for information and education about cancer and a leader in translating cancer information into terms the public can easily understand. The CIS is a program of the National Cancer Institute, the Nation's lead agency for cancer research. Through its network of 14 regional offices, the Cancer Information Service serves the United States, Puerto Rico, and the U.S. Virgin Islands. The Cancer Information Service is comprised of three program areas that educate people about cancer. The Contractor shall provide a systematic method for technology transfer to and among other countries, especially for those countries who are underdeveloped. This shall include exploring the learning needs and techniques of those who will be using the information, designing the program, establishing the teaching methods and materials, devising standards for quality and for evaluation, and overseeing the preparation of necessary materials, Web content and other learning tools. The Contractor shall explore the research possibilities between and among the existing services. Dr. Marion Morra is the only known source who possesses the extensive expertise in Cancer Communications as it relates to the Cancer Information Service, knowledge of the CIS programs and initiatives, as well as the experience with the International Cancer Information Service Group, as co-founder. Dr. Morra has been in the forefront in the development of the International Cancer Information Service Group (ICISG), is one of 12 members of its active, working Board of Directors and has attended International Union Against Cancer (UICC) and ICISC ICISG meetings since the 1990s. At the 2002 UICC meeting in Oslo, she was instrumental in bringing together potential ICISG collaborators as well as in helping set the future directions for the ICISG. It is anticipated that an awarded will be made for one year, plus three one year option periods. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI research to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 18, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect call will be accepted.
