Description
The National Cancer Institute (NCI), Cancer Prevention Studies Branch (CPSB), Center for Cancer Research (CCR) plans to procure services from Dr. You-Lin Qiao, Chinese Academy of Medical Sciences, Beijing 10021, PR, China, for data entry and analysis of the epidemiology questionnaire to the Shanxi Province Cervical Cancer Screening Study. The services are being procured in accordance with simplified procedures as stated in FAR Part 13. The North American Industry Classification System code is 541710 and the business size standard is 500 employees. The Cancer Prevention Studies Branch (CPSB) requires data entry and file development of epidemiologic data on cervical cancer in a high-risk population of women aged 35-50 years who have not had prior access to cervical cancer screening services. The ultimate purpose of this research project is to analyze epidemiologic data in women who have chronic Human Papilloma Virus (HPV) of the oncogenic subtypes in order to test specific dietary and other lifestyle hypotheses related to risk of cervical cancer. The data file and forthcoming data analyses will be used in the future to identify serum biomarkers and tissue concentrations of food components related to cervical cancer risk with the ultimate goal of conducting a potential cancer prevention trial of phytochemicals or food sources to reduce cervical cancer incidence. The Chinese Academy of Medical Sciences has recently completed a survey of women aged 35-50 years in Shanxi Province China, where the age-standardized mortality rate of cervical cancer is the highest in all of China and where cervical cancer screening is non-existent. An epidemology tool was pretested and piloted for this survey and interviewer-administrated data were collected on 10,000 women. These women represent all women in the ages specified above who reside in several randomly selected villages in the province. The tool included questionnaire items about dietary intake, lifestyle and demographic characteristics, reproductive history, family history of cancer, and reproductive disease. HPV status was assessed by several screening modalities including the direct test, self-test, as well as biopsy and colposcopy, by a team of gynecologists from The Cleveland Clinic. A woman aged 35-50 years who is diagnosed with HPV oncogenic subtype is by definition suffering from chronic HPV and therefore all positive diagnoses in this population will be analyzed as members of the high-risk group for cervical cancer. Given the large sample size of 10,000, there is the opportunity to compute individual food-specific associations with risk. Period of Performance: upon award of purchase order through 12 months. FAR Clause 52.217-8 Option to Extend Services (November 1999) applies to this requirement. Dr. You-Lin Qiao of The Chinese Academy of Medical Sciences is the only source known to the NCI who is the Principal Investigator of this survey. This is not a request for competitive quotations. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow NCI to determine if it can meet the above minimum specifications described herein. Capability statements must be received in the Contracting Office by 1:00 PM EDT (local Washington D.C. time) on September 16, 2002. If you have questions, please contact Malinda Holdcraft, Purchasing Agent via electronic mail at holdcram@excange.nih.gov or by fax at (301) 402-4513. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
