- This is a synopsis/solicitation for commercial items IAW FAR 12.6 as supplemented in this notice and constitutes the only solicitation. Proposals are requested. Solicitation F08635-02-R-0156 is a Request for Proposal (RFP), based on provisions and clauses in effect through Federal Acquisition Circular 01-09. This acquisition is set-aside for small business. The NAICS code is 335129 and the small business size is 500. Contract Line Item Number 0001 Light Tower System (LTS) (1Ea.). F.O.B. Destination. Delivery NLT 3Jan03. The LTS will meet mission needs of deployed Base Civil Engineering personnel with respect to large area floodlighting for nighttime construction and similar activities. The LTS shall have variable height up to a minimum mast height of 80 feet. Set up shall require no more than two (2) trained personnel. The LTS shall provide a minimum of 13,500 Watts of lighting power with the capability of providing 27,000 watts of lighting power. The tower?s operational rate of height increase shall be a minimum of 15 feet per minute. The LTS shall withstand 40 mph wind loads when fully erected without the use of guy wires and shall be capable of withstanding wind loads of 90 mph with the use of guy wires. The LTS shall be equipped with a leveling sensing device that indicates to the operator when the unit is level. The system shall be water resistant with a compartment to house the primary operating components of the light tower. All components must be constructed of corrosive resistant material. The system shall be housed in its own transportability trailer. The transport subsystem shall be certified for cross-country travel at a minimum of 10 mph and highway travel of 55 mph. The LTS system shall be capable of transportation in C-130 aircraft with provisions for roll on, roll off capability. The LTS must be compatible with the 463L Transportation System and occupy no more than two single 463L pallet positions. The 463L pallets on which the LTS is packaged must be able to be offloaded individually (no pallet trains). Maximum single axle weight is 13,000 pounds and maximum total weight is 25,000 pounds. Forklift pockets shall be provided for subsystems that must be loaded on the main trailer for operation and/or transportation. The LTS shall have independent banks of floodlights that can be turned on and off independently or in groups and rotated from the ground without first lowering the tower. The angles of the banks of floodlights shall be adjustable. The LTS electrical system must be compatible with current Air Force generators. The contractor shall provide all commercial manuals, drawings, schematics, parts lists, etc. for the equipment. The following FAR clauses apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items (Evaluation will be based on Technical Capability and Price); 52.212-3 Offeror Representations and Certifications-Commercial Items (Offerors shall submit a completed copy of the Representations and Certifications with their offers); 52.212-4, Contract Terms and Conditions-Commercial items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following FAR clauses are also incorporated by reference: 52.222-26, 52.222-35, 52.222-36, 52.215-20 and 52.249-1. The Offeror shall have an ISO9001 Certified Quality System, provide a commercial warranty, and propose a product demonstration prior to delivery. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offerors: a) Technical Capability of the item offered to meet the Government?s requirements; and b) Price. Technical Capability is equal to Price.
