- Tree Pruning This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation/synopsis reference number is FQ441722410200 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03. This acquisition is set-aside for Hub-zone. All responsible sources may submit a quotation, which shall be considered by the agency. The associated NAICS code is 561730 and the size standard is no more than Six million dollars. Contractors shall submit a lump sum proposal for the Tree Pruning requirement the Statement of Work is as follows: 1. SCOPE OF WORK. Contractor shall furnish all equipment, labor, materials, tools, transportation, and supervision necessary to perform all operations necessary to properly prune selected trees and dispose of all limbs and foliage removed from trees in Hurlburt Field housing areas (Sound side, Pine Shadows, and Live Oak) in accordance with (attached drawings, obtainable at request) and this statement of work. The Contractor must be licensed by the state of Florida and insured. The Contractor must also be trained as a Certified Arborist and provide the Contracting Officer a copy of said certification. 1.1 PROTECTION AND CLEANUP. Protect all surfaces, items, and structures that do not receive work. These surfaces and items shall be restored to original condition after completion of work. The Contractor is responsible for leaving the work area free of all debris generated by the work and is responsible for daily cleanup at the end of each workday. 1.2 PERSONNEL. The Contractor shall provide a contract manager who shall be responsible for performance of the work. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the Contracting Officer. 1.2.1 Employees. Contractor personnel shall present a neat appearance and be easily recognized. Contractor shall be responsible for the competency and services of any person employed to perform services under this contract. 1.3 SAFETY. The pertinent sections of the following publications are applicable to all work on this project. A. US Army Corps of Engineers: EM 385-1-1, Safety and Health Requirements Manual. B. Air Force Safety and Health Standard: AFR 127-12, Air Force Occupational Safety and Health Program, and applicable standards. 1.4 UTILITIES Area of work does not have any utilities available. Contractor must provide. 2. WORK HOURS. All work will be accomplished during the hours of 0800 to 1600 Monday through Friday. The Contractor shall schedule all work during these hours. The Contractor shall not work on legal holidays, weekends, or after these hours without the approval of the Contracting Officer. Request for approval shall be submitted in writing 3 days prior to revising the work schedule. All work will be accomplished within (30) calendar days. 3. DEFINITIONS. The terms used in this Statement of Work shall have the meanings described below. 3.1 QAE. Quality Assurance Evaluator; a person designated by the Government to inspect and recommend approval or disapproval of a contracted service to the Contracting Officer. 4. ENVIRONMENTAL CONTROL. The Contractor shall comply with all Federal, State, and Local environmental standards and regulations. Due care will be exercised to avoid any practice where there are indications that such might place the Government in a controversial position as to contributing to local environmental pollution. The Contractor shall dispose of all trash, debris, refuse, garbage, etc., off Government property, on a daily basis. 5. GENERAL WORK REQUIREMENTS. 5.1 The work includes, but is not necessarily limited to the following items: A. Coordination with the QAE as to the scope, schedule, and execution of the Work. B. Coordination of the schedule with the tenants before start of work. C. Pruning of trees marked by colored ribbon within boundaries of work area as Indicated on attached drawing. D. Removing all limbs, foliage, and loose debris created by pruning of trees. E. Clean up, hauling away, and sweeping away of all debris created by the work. 5.2 The Contractor shall conduct work so that Government property, personnel, and work areas shall be protected at all times from inconvenience, damage of any nature, or injury caused by this work. Care shall be taken not to damage structures, other trees or shrubs in the work area. In the event of damage of any nature, caused by this work, due to improper protection, precaution of safety measures, such damages shall be repaired or such property shall be replaced by the Contractor at no expense, cost, or charge to the Government within two workdays unless extension is granted by the Contracting Officer. In the event the Contractor does not satisfactorily repair or replace such damages caused by the work of this contract, the Government reserves the right to make necessary corrections and the Contractor shall reimburse the Government for labor and materials involved. The Contractor shall contact the Contracting Office immediately if any damage occurs, regardless of cause. 6. WORK ESTIMATE. 195 Trees requiring full pruning (canopy thinning and removal of low hanging limbs) Note: Contractor is responsible to make and record all necessary field measurements for completion of this work. Any quantities given are for estimation of general scope of work only. 7. INSPECTION OF SERVICES. 7.1 Daily Inspection. Personnel of the 16th CES/CEH will serve as the inspectors (QAE) will accept/reject work accomplished that day. Unacceptable work will be re-accomplished prior to the Contractor starting the next task. The inspector shall be responsible for making suggestions to the Contracting Officer regarding the acceptability or reject ability of the work. The Contracting Officer is the final authority to accept or reject any part of or all of the work. END OF STATEMENT OF WORK. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical capability of the item offered to meet the Government requirement. 2. Price- The Government will evaluate offers for award purposes for the total price for the requirement. Technical and price factors, when combined, are equal.
