Description
The Naval Air Systems Command (NAVAIR) is soliciting information from industry on the existence of a navigation, targeting, and search system (NTS) that can be operated by the MH-60R/S Multi-Mission Helicopter platform. The purpose of this sources sought announcement is to determine the availability of a system with the potential to meet the stated objectives, current industry experience and capabilities, and the current industry base of potential qualified vendors to support the possibility of a full and open competition to satisfy the objectives identified herein. The Government intends to use the provided information to aid in defining an acquisition strategy and budgeting assumptions. Objectives: The targeting system should include a third generation forward-looking infrared (FLIR) and electro-optic sensor, capable of multiple fields of view for navigation, search and target designation. Specific capabilities must include a laser rangefinder, designator, and spot tracker. This NTS system must be mounted in the same location as the current AAS-44 FLIR and must be interactive with present AOP software on the MH-60R/S. Response content: Any written response to this sources sought announcement shall be limited to no more than twenty-five (25) pages of single sided size 12 font print. If the material provided contains proprietary information, please mark and identify disposition instructions (submitted data will not be returned). The response should include, but not be limited to, the following: a) A one page company history description to include: Small Business Administration (SBA) business size classification, major products, primary customer base, and points of contacts and their telephone numbers, that are able to discuss the material submitted. B) A description of the company?s past experience and performance at producing equipment similar to that outlined above; c) A description of the existing NTS system, as well as a description of the modifications that would need to be made to mount aircraft electrical interfaces in order to satisfy the objectives identified above; d) A top level development/build schedule and budgetary estimate (non-recurring and recurring) based on a quantity assumption of 180 NTS systems, assuming MH-60R integration program commencing in FY04 and initial delivery in late FY05; and e) Any other technical information the company deems necessary to aid the Government in making an informed assessment. Submission Information: It is the Government?s intention to review the data and possibly schedule a briefing with some of the submitters to gain further market insight to industry capabilities. Those companies will be contacted individually. Responses to this sources sought announcement shall be submitted no later than 25 October 2002 to: Department of the Navy, Naval Air Systems Command, Attn: Don Harwood, PMA 299, 22176 Elmer Road, Patuxent River, MD, 20670, Attn: NTS System for the MH-60R RFI. Electronic responses are recommended and encouraged and should be submitted to HarwoodDW@navair.navy.mil. If providing the information electronically, please ensure that the information is compatible and accessible using Microsoft Office 98 software. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties in support of the effort mentioned above.
