Description
RSSO Oceana, Virginia Beach, VA is issuing Solicitation N60191-01-Q-0015 as a request for quote (RFQ) for the Director of Roman Catholic Confraternity for Christian Doctrine (RCCCD). Each quote shall include a current resume. Applicant must be a practicing Roman Catholic knowledgeable in Roman Catholic dogma and open to various expressions of Roman Catholicism. "Practicing" as defined through the teachings of the Roman Catholic Church must include fulfillment of all "Precepts of the Church". Minimum education certified by a High School diploma. A Bachelor of Arts degree in Christian Education (or equivalent) is desirable but not mandatory. General professional experience of at least 10 (ten) years in a parish environment (preferably military) of at least 500 (five hundred) members with at least 3 (three) years as a RCDRE. At least 3 (three) years experience teaching adult Religious Education classes, and a thorough knowledge of current Roman Catholic educational materials, both youth and adult. Applicant must possess typing and computer skills, basic knowledge of Navy organization, and a basic understanding of Government budgeting and procurement practices. Applicants will be interviewed by a committee composed of but not limited to the Command Chaplain and the assigned Roman Catholic Chaplain(s). Period of Performance: 01 October 2002 through 30 September 2003. Location: Chapel of the Good Shepherd, Naval Air Station Oceana. Request for total of 500 (five hundred) units of service. Each unit of delivery may be billed to include the following types of activity: Office Administration [One unit equals one regular office day]240, Supervision of Class Delivery [One unit equals one scheduled class day]145, Volunteer Staff Training [Includes three plenary meetings]25, First Reconciliation and Holy Communion [Preparations and Masses]30, Confirmation Retreat [Planning sessions and Retreat]10, Staff meetings/planning sessions [Average one unit per week] 50. 1.General Services, 1.1.Develop, plan, and recommend programs, methods, and materials to meet the Religious Education needs of the Roman Catholic families that participate in the Command Religious Program, Naval Air Station Oceana, Virginia Beach, VA. These programs and methods must be consistent with the guidelines and requirements of the Roman Catholic Church; all Command Religious Program policies executed under the direction of the Command Chaplain; and the cultural, moral, and educational environment of the United States Navy. 1.General Services 1.2.Provide continuous teacher recruitment, training, and leadership development to insure adequate volunteer teacher/staff personnel level of competence, this shall include: a) objectives and goals of the CCD Program; b) departmental security, disciplinary, and emergency response policies; c) use of texts, audio-visual equipment, crafts, and tests. 1.3.Submit a list of all education materials, teacher manuals, library books for children and adults, and audio-visual aids to be used in the program to the Roman Catholic Chaplain assigned to the Religious Ministries Department. 1.4.Coordinate ongoing CCD registration for new members of the parish. 1.5.Supervise classes of instruction for approximately 650 students from First Grade through Tenth Grade and be present for all class sessions unless prior arrangements are made with the Command Chaplain. 2.Specific Sacramental Preparation Services 2.1.Assure that all requirements of the Archdiocese for the Military Services USA are fulfilled in the preparation of students for reception of the Sacraments. 2.2.Participate in planning and execution of the annual Confirmation/High School Retreat to include not more than four planning sessions and one retreat 2.3.In cooperation with the Roman Catholic Music Director, integrate liturgical programs and music for major Sacramental celebrations within the CCD curriculum and activities. 2.4.Provide meetings (no more than two) for instruction of those parents with children preparing for the Sacraments of Reconciliation, Eucharist, and/or Confirmation 2.5.Schedule and attend all practices for First communion, Confirmation, and May Crowning. 2.6.Conduct practices for First Reconciliation, First Communion, and Confirmation 3.Miscellaneous Requirements 3.1.Where possible within program constraints, provide special attention to students with learning or physical disabilities. 3.2.Maintain designated office hours and attend departmental staff meetings as required. 3.3.Prepare an annual budget proposal to encompass all needs of the CCD Program. First Holy Communion, and Confirmation. Submit to the Command Chaplain in coordination with the Roman Catholic Chaplain assigned to the Religious Ministries Department. 3.4.Submit requisitions for expenditures to the Departmental Budget Officer 3.5.Coordinate all CCD volunteer recognition activities. 4.Conduct and Physical Security 4.1.Contractor shall ensure that participants in all Religious Education activities comply with standards for conduct within a Government program or facility. Where participants refuse to comply with verbal direction from Contractor or volunteer staff, refer to the Command Chaplain. Where a condition of immediate safety or security is involved after normal business hours, refer to the Duty Petty Officer or the Command Duty Officer. 4.2.Contractor shall ensure the physical security of all Government equipment and facilities used during any Religious Education activity described above. 5.Reporting Responsibilities 5.1.Conduct parish registration and Submit quarterly statistical summaries to the Command Chaplain. 5.2. Provide numerical summaries of activities to the Command Chaplain for compilation of the Semi-Annual Report submitted to the Fleet Chaplain. 5.3.Maintain weekly oral or written communication with the Command Chaplain 5.4.Coordinate all time off with the Roman Catholic Chaplain and the Command Chaplain. 6.Absences. 6.1.If unable to be present for a required activity, Contractor is responsible for providing and paying a qualified substitute. 6.2.During periods where no classes are in session, Contractor may be absent from on site delivery for a period of up to fourteen consecutive days (in lieu of leave/vacation) without a substitute. Such absence will be coordinated with the Command Chaplain and the Roman Catholic Chaplain assigned to the department at least two weeks in advance. 7.Payment for Services. 7.1.Contractor will submit a monthly invoice for services completed. Indicate units provided, citing the purchase order number and period covered. 7.2.The Departmental Budget Officer or the Command Chaplain must validate and sign all invoices before submission. Contractor will submit the completed invoice to NAS Oceana Supply Department for payment. 8.Quality Assurance. 8.1. Contractor shall remain current with developments in Roman Catholic religious education through professional study and participation in appropriate conventions or workshops. Expenses not to exceed $750.00 shall be paid to the Contractor upon completion of any convention or workshop travel approved by the Command Chaplain. 8.2.Inspection and acceptance of services to be furnished herein shall be made by the Contracting Officer Representative (COR) with assistance from the Roman Catholic Chaplain assigned to the Religious Ministries Department and the Command Chaplain. 9.Contract Termination 9.1.This Contract may be terminated by either party upon thirty days advance written notice or mutual agreement between the Government and the vendor. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-05.
