- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation is issued as a Request for Quote with a solicitation number DCMA01-02-Q-0005. (iii) The solicitation document and incorporated provisions and clauses are those in effect through FAC#2001-08. (iv) This solicitation is UNRESTRICTED. The North American Industry Classification System (NAICS) is 514191, and the small business size standard is $21M. The small business competitiveness demonstration program does not apply. (v) A list of contract line item numbers is as follows: 0001 Specifications and Standards Access for 12 months. These include five (5) Active Military Specifications and Standards licenses, five (5) Historical Military Specs and Standards license, from 1990 forward including all search functionality, and DoD Adopted Standards Complete File; (vi) Description: Performance Work Statement (PWS) is as follows: OVERVIEW: DCMA requires direct electronic access to Military (both current & historical) and DoD Adopted specifications and standards, for a few thousand of its 12,000 employees world wide. REQUIREMENTS: The contractor shall provide DCMA access to the following information: Specification and Standards ? Access is provided for at least 5 simultaneous users. ? Access to all active military and DoD Adopted standards/specifications for over the last 20 years with no copyright or licensing problems. ? Immediate and unlimited electronic delivery to the desktop viewing (with no additional charges) for at least 90% of the DOD Adopted Specification and Standards, and all historical military standards dating back to at least 1990. (This is to include Navy Technical Publications used in contracts.) ? Links to related data bases are clearly visible in the report. ? Must reduce the overall long-term cost of repeated buys of documents. ? Quarterly usage report on number of sessions, number of hours online and any reports of times when users were denied access. ? Must be able to search by Document Number, Organization, Keyword, and Document Type. ? Must be able to search by DoD Adopted and Government Specifications and Standards. ? Must be able to filter results by industry standard, Government documents, and ANSI approved status ? Must be able to search a certain publication date range. ? Must be able to establish a ?favorite? document list. ? Links seamlessly from Specification and Standards database to the Parts/Logistics data base. (vii) Period of Performance is from October 1, 2002 through September 30, 2003; Place of Performance is from contractor?s facility. (viii) The provision 52.212-1 (Oct 2000), Instructions to Offerors-Commercial, applies to this acquisition. (ix) Under provision 52.212-2 (Jan 1999), Evaluation-Commercial Items will be used. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, and other factors considered. The following factors will be used to evaluate offers in descending order of importance: 1) Technical Approach; 2) Past Performance ? two (2) references including complete address, point of contact, telephone and fax; 3) cost ? fixed price including travel (x) Offerors must include a completed copy of the provision at 52.212-3 (Dec 2001), Offeror representations and certification-Commercial Items, with its offer. (xi) FAR clause 52.212-4 (Dec 2001), Contract terms and conditions, commercial items, applies to this acquisition. (xii) FAR clause 52.212-5 (Dec 2001) Contract terms and Conditions, Required to Implement Statutes or Execute Orders-Commercial Items, applies to this acquisition. (xiii) Additional contract requirements- not used. (xiv) not used. (xv) not used. (xvi) Submissions of written quotes are due on September 16, 2002 at 2:00p.m. Eastern Standard Time. All responsible sources may submit quotations that will be considered by the agency. Quotes shall be submitted via fax at (703) 428-3579, Attention: Christine C.
