Description
The DHHS/Office of Inspector General, Office of Investigations, through services provided by the DHHS/Program Support Center intends to award a sole source, simplified acquisition to DTC Communications, Inc. The requirement is for covert surveillance equipment as follows: 1) T-2001-SW Bodywire Transmitter 10-channel/user selectable power, 6 each; 2) T-2050-FG Audio Transmitter disguised in Motorola Flex Housing, 2 each; 3) T-2050-FL Single Channel 200mW Audio Transmitter, 3 each; 4) T-2050-EV 200mW Audio Transmitter disguised as envelope, 3 each; 5) R-99-BP-MD 10 Channel Synthesized Receiver backpack concealed, 2 each; 6) R-2002 Patriot 10 Channel Synthesized Miniature Receiver, 6 each; 7) R-99WS-MMR-4B 10 Channel Synthesized Receiver in a Pelican Case, 6 each; 8) TAC/COM 2001-P Tactical Repeater, 6 each; 9) CM-3 Cellmate (TM) Nokia Phone, 1 each; 10) CM-150-RX-MD Mini Cellmate Receiver, 1 each; 11) CM Training VHS Tape, 2 each; and 12) CD-1 Surveillance Training CD, 12 each - The above products are in compliance with the new narrow-banding regulations from the National Telecommunications and Information Agency (NTIA). These new rules which take effect in 2003 mandate that transmitters and receivers operated by the federal government are capable of narrow banding and still maintain a mandated transmitting and receiving stability. The required covert surveillance equipment is proprietary to DTC Communications, Inc. This is not a request for competitive quotations. Award will be made utilizing simplified acquisition procedures in accordance with FAR 13.106-1(b). No solicitation is available for this requirement. Interested concerns may submit a capability statement within 10 days after the publication date of this notice. All timely responses will be considered, however, a determination by the Government not to compete this requirement based upon the responses received is solely within the discretion of the Government.
