Description
The Federal Bureau of Prisons (BOP) hereby gives notice of its intent to issue a sole source purchase for the acquisition of commercial items under simplified acquisition procedures. The BOP minimum requirements for this requires testing and assessment software with a delivery date of October 1, 2002, that meets all of the following requirements: SCORM (Sharable Content Object Reference Model) compliant, SABA compatible, operate on a SQL database platform, provide security for exams and personal information, and meet AICC (Aviation Industry CBT Committee) Standards. Software installation, configuration, set-up of administrative accounts, training for administrators, test authors, and end users must have a delivery date of October 31, 2002. The product must provide automated testing that can be delivered on all of the following: Microsoft?? Windows??-based PCs, CD-ROM, a local area network (LAN), the organization's intranet and and paper-based testing that is scanable. The test authoring portion of the software must be easy to use with drag and drop template styles, and must not require programming experience for a test author to create a question database. Template styles for exams must include all of the following styles: multiple choice, multiple-response, fill-in-the-blank, essay questions, word response, text match, numeric questions matching/ranking, and drag and drop. Additional requirements must include pre-defined reports to include all of the following: question statistic report, session overview report, item statistic report, group comparison report, and ability to customize reports as needed. The testing software must also provide: time limits for exams, immediate feedback provisions, adaptive testing, randomization by objective, and question shuffles. The provider must provide records of demonstrated success indicating the provider?s development and deployment of testing software in federal agencies.
