Description
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), Polygraph Unit, has a requirement for a certified polygraph examiner to conduct polygraph examinations and furnish expert forensic analysis services with respect to applicant investigations. The contractor shall provide polygraph examinations and furnish expert forensic analysis services to support the Polygraph Unit's increased demand in the polygraph program. Contractor shall have a Bachelor's degree or higher and have successfully completed the Department of Defense Basic Polygraph Training course which is the same course taught to all FBI polygraph examiners. A graduate of this course will have the requisite understanding and knowledge consistent with the techniques utilized by FBI polygraph examiners, and provide continuity. Contractor should have ten (10) years polygraph related experience to include supervisory assignments and be able to demonstrate knowledge in applicant screening polygraph testing procedures. Contractor must have a demonstrated comprehensive expertise in computer software and systems pertaining to the computerized polygraph instruments. Contractor shall serve as an examiner, examiner instructor, project manager, examiner advisor, expert witness in the forensic discipline of polygraph. When necessary, contractor shall serve as an authoritative consultant to the Training, National Security, Inspection, Criminal and Security Divisions on polygraph matters. Contractor shall serve as liaison with other Federal agencies (CIA, NSA, DEA, USSS) in connection with applicant screening issues concerning polygraph. The contractor must be able to obtain a TOP SECRET security clearance. The place of performance is FBI Headquarters, Washington, DC or off-site thereof. This will a Labor-hour type contract with fixed unit rates for a base year and four (4) additional option years. It is estimated that 2000 annual work hours will be required for this requirement, excluding holidays. The North American Industry Classification System (NAICS) code is 561611.
